Arlington Housing Choice Voucher Program Five-Year and Annual Plans

The U.S. Department of Housing and Urban Development (HUD) is the federal agency that regulates the Arlington Housing Choice Voucher Program (AHCVP). HUD requires AHCVP to create Five-Year and Annual Plans. The Five-Year Plan establishes the agency’s mission, long-term goals, and objectives for serving low-income families, while the Annual Plan describes the agency’s operational policies, procedures, and financial plans for the coming year, including how resources will be used to meet the goals outlined in the Five-Year Plan.

The AHCVP 5-Year 2025-2029 and Annual 2025 Plans were approved by HUD on September 30, 2025 following a 45-day public comment period that concluded on July 25, 2025. The AHCVP Annual 2026 Plan was open for public comment from Dec. 1, 2025 through Feb. 6, 2026. What is the process for developing the Plans and informing the public?

AHCVP develops the proposed Plan(s). The proposed Plan(s) must be made available to the public for review and comment for no less that 45 days. AHCVP informs the public about opportunities to review and comment on the proposed Plan(s). 

AHCVP published a notification in the Washington Times on December  1, 2025. The notification includes:

  • The date, time and place of the Public Hearing:  

    January 27, 2026, 6:00 p.m. to 7:30 p.m.

  • Where to review the proposed Plans:
    • Plans are available for review on the AHCVP site.
    • The plans are available for review in-person during regular business hours Monday-Friday 8:00 a.m. to 5:00 p.m. at:

  • How to comment on the proposed Plans:
    • The public may email hcv@arlingtonva.us, with the subject line “Public Comment AHCVP Plans”

    • The Public may participate in the Public Hearing.

The AHCVP published a second notification in the Washington Times to notify the public of the rescheduled Public Hearing following the closure of all Arlington County facilities due to ongoing inclement weather conditions. The notification includes:

How are the Five-Year and Annual Plans Updated?

AHCVP develops a proposed Five-Year and Annual Plans. The proposed Plans are made available to the Public for review and comment. The review and comment period must be no less than 45 days. Public comments are reviewed and, where appropriate, they are incorporated into the proposed Plans and then sent to HUD for approval. Once approved by HUD, the Plans are considered final. Should HUD reject a Plan, the AHCVP would address issues identified by HUD and then resubmit the Plan(s) for approval.

 

Where can I add my comments about the draft Five-Year Plan 2025-2029 and Annual Plans?

The public could comment on the proposed AHCVP 2026 Annual Plan by completing an online form, by emailing hcv@arlingtonva.us with the subject line “Public Comment AHCVP Plans,” or by attending the Public Hearing scheduled for Friday, February 6, 2026, from 6:00 - 7:30 p.m. either in-person and virtually.

The public comment period for the AHCVP 2026 Annual Plan has concluded.

Does AHCVP respond to public comment?

AHCVP will provide a written response to all written comments. Responses to comments will be made available here once the public comment period has concluded.

Were any suggestions or recommendations from the public incorporated into the Plans?

No public comments were received that required a change to the proposed plan. However, a number of comments were received that will impact AHCVP’s internal operating procedures. This includes changes in outreach/public engagement, timing of announcements, and site selection criteria for project-based vouchers (PBV).
