REPORTS

OBSCENE SEXUAL DISPLAY, 160308032, 600 block of N. Manchester Street. At approximately 1:30 p.m. on March 8, a female victim was walking on the bike trail and observed a male subject masturbating. Darrell Devon Bullard, 42, of no fixed address, was arrested and charged with obscene sexual display. He is being held on no bond.
