June County Board Meeting Agenda Highlights

The Arlington County Board will hold its June Regular Meeting on Saturday, June 13, 2020, and its Recessed Meeting on Tuesday, June 16.
During the COVID-19 pandemic, the County Board is holding virtual meetings, as allowed under Virginia law. Board members, staff, applicants, and the public will participate remotely. Members of the public who wish to speak at public comment at the start of the Saturday, June 13 Regular Meeting, or who wish to speak on an agenda item, should visit the
County Board website for information on how to register online to comment virtually.

Saturday, June 13 — Regular County Board Meeting
The meeting will begin at 8:30 a.m. with public comment.

11th & Vermont site plan amendment — The Board will hold a public hearing on a request from Ballpark Development partners, LLC to amend the site plan for their approved redevelopment at 1031 N. Vermont St. (11
th &Vermont). The developers want to add 4,200 square feet in gross floor area, remove an on-site alley, and make other changes to the building massing, siting, circulation, location of building services, architectural design, green building certification, and affordable housing contribution, among other changes. Career Center expansion— The Board will consider Arlington Public Schools' request for an amendment to its Use Permit for the Arlington Career Center, located at 816 S. Walter Reed Drive. If approved, the amendment would allow APS to add 150 seats for the Arlington Tech high school program through interior renovations that would include renovating both floors of the Columbia Pike Branch Library. The number of seats at the Career Center would be increased from 800 to 950. The plan calls for converting the library's second floor to classroom space during school hours and County use outside school hours. The modernized library would be consolidated on the first floor. During the anticipated three to four months of renovations, the library would be closed. If the plan is approved, APS expects to begin construction in July or August 2020 and finish in late fall. Proposed amendments to the Columbia Pike Neighborhoods Form Based Code — The Board will consider setting July public hearings before the Planning Commission and the Board on two proposed amendments to the Zoning Ordinance for the Columbia Pike Neighborhoods Form Based Code. The first proposed amendment would increase the Area Median Income limit for affordable homeownership from 60 percent of AMI to between 80 percent and 100 percent of AMI, while extending the number of years homes would remain affordable. A second proposed amendment would allow for a cash contribution to the Affordable Housing Investment Fund, the County's primary mechanism for funding affordable homes, in limited instances when the proposed Neighborhood Form Based Code development includes commercial uses. Public playground for Rosslyn Highlands Park — The Board will consider a use permit for a playground to be built by the Department of Parks and Recreation on the Queen's Court site at 1615 18
th Street. The publicly accessible park will serve the Rosslyn Highlands Park that will be built across the street from Queen's Court. When completed, Queen's Court, an Arlington Partnership for Affordable Housing redevelopment, will provide 249 affordable homes in the heart of Rosslyn. The site plan conditions include the accessible playground, to be built by the County as part of the new, 9,000 sq. ft. Rosslyn Highlands Park. Coronavirus response funding — The Board will consider accepting $413,265 in federal CARES Act funding from the state. The funding would be used to expand services that provide home-delivered meals, in-home care services, respite care for caregivers and information, and referral to supportive services to Arlingtonians age 60 and older and their caregivers. With the funding, the County would be able to serve home-delivered meals to up to 240 more adults than now served and to provide 575 more hours of in-home caregiver respite services. NEA funding for artist-in-resident -- The Board will consider appropriating a $35,000 grant to help fund an artist-in-residence program that will bring a curator and artist to the Columbia Hills and Columbia Grove affordable housing communities. The County will match the with $48,632 in developer contributions to public art. The artists-in-residence will work with the communities to create art that will represent their narratives and cultural practices. 3 p.m. — Board and County Manager reports, awards and recognitions
Age-Friendly Action Plan — The Manager will present the County's initial Age-Friendly Action Plan: Building an Age-Friendly Community that the County plans to submit to the World Health Organization/AARP Age-Friendly Communities global database. The plan provides a foundational structure for what matters most to older adults in Arlington and establishes goals and direction to grow Arlington as a livable community for all ages. The plan will guide the Commission on Aging's research, assessments, forecasting, and evaluations in advising the Board on aging matters.
No earlier than 6:30 p.m. -- The Board will hold a public hearing on any items pulled from the Saturday, June 16 Regular Meeting.
No earlier than 6:45 p,m. -- The Board will begin Regular Public Hearings.
