December 2022 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, December 17, 2022, at 8:30 AM, and its Recessed Meeting on Tuesday, December 20, 2022, at 3 PM.
The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on speaking at a County Board Meeting.
Virtual participation options are available to the public through Microsoft Teams. Comment on Agenda Items and Speak at the Meeting
Send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.
If you wish to comment during the Public Comment period at the start of the Regular Hearing, or on a Regular Public Hearing Item, register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In person registration is also available on the day of the meetings.

Saturday, December 17, 2022 – Regular County Board Meeting

Haven Apartments, Site Plan Amendment #193 (Macy’s Site) - Item 33 A-D. The Board will hold a public hearing and consider an amendment to the Arlington County Zoning Ordinance, Columbia Pike Neighborhoods Form Based Code Districts and approval of a use permit, subject to conditions, designating the Haven Apartments as a conservation area. The Board will also consider a resolution to transfer development rights for residential units between the Haven Apartments and the Ballston Macy’s site at 685 and 701 N. Glebe Road for the purpose of historic preservation of, and conversion to committed affordable homes within, the Haven Apartments. The proposal also includes a site plan amendment to redevelop the Ballston Macy’s site with a 16-story, 553-unit residential building with ground floor retail, including a grocery store, and modifications to the Zoning Ordinance. Collective Bargaining and Arbitration Decision Funding Resolutions – Item 37. The County Board will consider good faith commitment resolutions to appropriate funds to meet the obligations under collective bargaining agreements and arbitration decisions, subject to actual appropriations decisions in April 2023. In November, the Manager presented the results of a fiscal impact study of a tentative agreement between an exclusive bargaining agent representing Service, Labor and Trades workers and the County Manager’s bargaining representative. The Manager also provided a fiscal impact study of arbitration awards involving negotiations with the bargaining agents for the employees of the County’s Police and Fire Departments. Also in November, the Board held a public hearing and received presentations from bargaining unit representatives.
Fiscal Year 2024 Budget Guidance - Item 35. The Board will provide guidance to the Manager for preparation of his Proposed Fiscal Year 2024 budget. The Board's guidance will set the parameters for the Manager's construction of the balanced proposed budget that he will present to the Board at its February 2023 meeting. The Board will thoroughly review all aspects of the Proposed Budget through a series of work sessions with departments, commissions and Arlington Public Schools, and will adopt the FY 2024 Budget and Calendar Year 2023 real estate tax rate at its April 2023 Meeting.
Tuesday, December 20, 2022 – Recessed County Board Meeting
The Recessed Meeting will begin at 3 p.m. with reports from the Board Members and the County Manager.
Swearing-In Ceremony for Matt de Ferranti. Matt de Ferranti will be sworn-in to office for his second term with the County Board in a ceremony on December 20, 2022, at 4:30pm in the County Boardroom. Members of the public are welcome to attend in person or via live stream on the County website and Arlington television's cable channels: Verizon Fios channels 39 & 40 or Comcast Xfinity 25 or, I HD, 1085. Board Member de Ferranti will begin his second term on January 1, 2023.

Public Hearings
No earlier than 6:30 p.m. the Board will hold a public hearing and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.
