Dr. Jack Belcher Applauded for his Role as Chief Information Officer

After serving as the Director for the Department of Technology Services (DTS) and Chief Information Officer (CIO) for 22 years, Dr. Jack Belcher will be moving to a new role within Arlington County Government as chief technology innovation officer.
In this new role, he will provide senior leaders in the County with key insights on innovation initiatives, help guide digital strategy, and continue to build relationships with community, educational, and commercial partners in the technology space.
Dr. Belcher has been influential in transforming the County’s information technology (IT) services over the past several decades and his insights are invaluable as we look to the future in Arlington County Government.
“Our government services and community will continue to reap the benefits from the numerous contributions by Dr. Belcher,” said County Manager Mark Schwartz. “He has been instrumental in launching the County’s Open Data Portal and ConnectArlington, a fiber-optic, high-speed, dedicated network that links County and Schools buildings, ensuring that government, schools and the community will benefit as demand for digital services continually increase over the long-term.”
Dr. Belcher also offered leadership during the attack on the Pentagon on September 11, 2001, establishing direct technological support for the County’s first responders and the Emergency Operations Center (EOC). He was also instrumental in the response to the COVID-19 pandemic, as he led the transition to an all-virtual environment, so that residents, businesses, and employees alike could continue to access critical government services.
County Manager Appoints New CIO, Norron Lee
Norron Lee has been named as the County’s next director of the Department of Technology Services (DTS) and Chief Information Officer (CIO) for Arlington County.
In this new leadership role, he will oversee the County’s information technology (IT) services and IT operations teams to ensure a safe and secure online environment. His portfolio will include overseeing all aspects of the County’s telecommunications, data privacy, cybersecurity, web services, and keeping up with emerging technologies.
“We are excited to have Norron serve as the next Director of Technology Services and CIO,” stated Acting Deputy County Manager Aaron Miller. “I believe that he will continue the tradition of forward leaning, innovative leadership in technology services and look forward to working with him.”
Mr. Lee first joined Arlington County in April 2022 as the deputy chief information officer. Prior to Arlington County, Mr. Lee was the first chief data officer for the Naval Criminal Investigative Service (NCIS), where he also served as deputy CIO. In these roles, he led efforts to transform NCIS into a data-centric organization and championed the adoption of comprehensive data and process management solutions. Earlier roles at NCIS include serving as the assistant director of business operations, deputy assistant director of IT operations, and division chief of cyber integration & capabilities.
He has also served as the information systems security officer for Marine Corps Systems Command, senior principal information assurance analyst for QinetiQ North America, and senior program manager for General Electric responsible for developing and implementing enterprise-wide cybersecurity solutions and frameworks, receiving recognition for his innovation and creative problem-solving.
Mr. Lee began his career as a United States Marine, retiring after 20 years of dedicated service while delivering results in high-pressure and fast-paced environments. He holds a bachelor’s degree in Internetworking Technology, and master’s degrees in Information Assurance and Cybersecurity. He also enjoys sports, hiking, weightlifting, and is the proud father of three children who reside in Massachusetts.
