November 2022 County Board Meeting Agenda Highlights
The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, November 12, 2022, at 8:30 AM, and its Recessed Meeting on Tuesday, November 15, 2022, at 3 PM. The County Board will also hold a carryover meeting on November 18, 2022 at 6pm.
The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on speaking at a County Board Meeting.

Comment on Agenda Items and Speak at the Meeting
Send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.
If you wish to comment during the Public Comment period at the start of the Regular Hearing, or on a Regular Public Hearing Item, register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting.

Saturday, November 12, 2022 – Regular County Board Meeting

Presentation of the Board’s 2023 Legislative Package, Item 34. The Board will hold a public hearing to gather feedback on the proposed 2023 General Assembly legislative package before adoption at its December 17, 2022 meeting. The Board will consider a package that outlines the County’s priorities for the 2023 Virginia General Assembly Session focused on education, human services, transportation, land use and housing, criminal justice reform, finance, public safety, the environment, and general government. The specific priorities reflect broader themes, such as making government more efficient, ensuring the state fully funds commitments to services and staffing before funding additional priorities, valuing the importance of amending code sections while not distorting intent, and economic development and recovery, that will guide the Board’s engagement approach with the General Assembly. The Board will also hold a work session on the proposed legislative package with the Arlington General Assembly delegation on December 6, 2022 at 6:00pm.
Ranked Choice Voting in the June 2023 County Board Primary Election, Item 35. The Board will hold a public hearing and consider a resolution on the establishment of Ranked Choice Voting (RCV) as the method of election for the Arlington County Board primary election candidates in the June 2023 election. Board Chair Cristol presented the RCV voting method at the September 20 Recessed meeting and the County Board Office received over 780 responses to an online engagement form. If the resolution is passed, the Electoral Board and Registrar’s Office will conduct additional outreach and education for candidates and the public in preparation for the June 2023 County Board Member primary election.
Fiscal Year 2022 Budget Close-out, Item 36. The County Manager will present the FY2022 Financial Results and budget close-out recommendations to the Board on Saturday, November 12th. The public will have an opportunity to comment on the Manager’s recommendations before the Board takes final action at the Tuesday, November 15 Recessed Meeting.
Tuesday, November 15, 2022 – Recessed County Board Meeting
The Recessed Meeting will begin at 3 p.m. with reports from the Board Members and the County Manager.

Public Hearings
No earlier than 6:30 p.m. the Board will hold a public hearing and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.
Friday, November 18, 2022 – Carryover County Board Meeting
The Carryover Meeting will begin at 6 p.m.
Presentation of Collective Bargaining related Tentative Agreement and Arbitration Awards, 37. The County Board will receive a presentation from the County Manager and hold a public hearing on the results of a fiscal impact study of a tentative agreement between an exclusive bargaining agent representing Service, Labor and Trades workers and the County Manager’s bargaining representative. The County Manager will also provide a fiscal impact study of arbitration awards involving negotiations with the bargaining agents for the employees of the County’s Police and Fire Departments. At a subsequent meeting on December 17, 2022, the Board will consider a good faith commitment to appropriate funds at the December meeting. Such a commitment remains subject to actual appropriations decisions in April 2023.
