April 2023 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, April 22, 2023, at 8:30 AM, and its Recessed Meeting on Tuesday, April 25, 2023, at 3:00 PM.  

The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on speaking at a County Board Meeting.  

Virtual participation options are available to the public through Microsoft Teams. If you are sick or experiencing symptoms of COVID-19, please consider watching the meeting's live webcast or cable broadcast or participating virtually via Microsoft Teams. Comment on Agenda Items and Speak at the Meeting  

Send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.  

If you wish to comment during the Public Comment period at the start of the Regular Hearing, or on a Regular Public Hearing Item, register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

County Board meetings are live-streamed on the County website and on YouTube and broadcast live on Arlington TV, the County's cable channel, with live captioning on Comcast 25 & 1085 (HD) and Verizon FiOS 39 & 40. Saturday, April 22, 2023 – Regular County Board Meeting

FY 2024 Budget Adoption – Item 34 The County Board will adopt the Fiscal Year 2024 Budget and set the Calendar Year 2023 property tax rate and other taxes and fees. The public budget process began in December 2022, with the Board's Budget Direction to the County Manager, and included a series of public work sessions, virtual and pop-up public engagement, and public hearings on the Proposed Budget and the Proposed Tax Rate.  

No further public comment will be heard at this meeting. The FY 2024 Proposed Budget, Budget Summaries, and additional resources can be viewed on the County Manager's Budget Webpage. (Note: All budget staff reports will be available only after the budget wrap-up work session on Tues., April 18).

Americana Hotel Redevelopment – Item 33 The County Board will consider a site plan to redevelop the former Americana Hotel building in Crystal City with a new 19-story residential tower. The proposal includes 639 units, 384 residential parking spaces, including 178 on-site spaces underground and 206 off-site parking spaces existing nearby garages and ground floor retail. The applicant has also committed over $18 million in community benefits, including:  

  • $7.5 million to the Affordable Housing Investment Fund in exchange for additional density;  
  • $6.1 million to off-site public space planning in the Crystal City Coordinated Redevelopment District, such as the planned "Metro Market Square" along 18th St., between Crystal Drive and Clark-Bell, and the two-acre "Center Park" in Crystal City; 

  • $2.5 million for off-site transportation improvements in the Crystal City Coordinated Redevelopment District and frontage improvements consistent with the South Eads Street Complete Street project and the VDOT Route 1 Multimodal Improvements Study; and  

  • The base affordable housing contribution (choice of $2.1 million, or approximately 15 on-site units, 22 off-site nearby units, or 29 off-site units).

Children's Weekday Program Childcare Center – Item 4 The County Board will consider a new use permit request for the Children's Weekday Program, a childcare center for up to 71 children within the Church of the Covenant at 2666 Military Road. Located within the Donaldson Run neighborhood, the childcare center will serve children aged three months to six years. Overlee Preschool currently occupies this space but is moving to a new location. Read the staff report on this item by scrolling to Item 4 on the agenda. 

Tuesday, April 25, 2023 – Recessed County Board Meeting  

The Recessed Meeting will begin at 3 p.m. with reports from the Board Members and the County Manager.

Public Hearings  

No earlier than 6:30 p.m. the Board will hold a public hearing and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.
