Goodwill Site Redevelopment Approved, Adds Affordable Housing

On Saturday, Feb. 24, 2024, the Arlington County Board approved a redevelopment of the existing Goodwill retail and donation center located at 10 S. Glebe Road that will bring 128 committed affordable housing units to the site and advance several other County priority goals, including childcare, sustainable design, trail enhancements, and streetscape improvements.
The mixed-use project is a collaboration between Goodwill of Greater Washington and Affordable Homes & Communities (AHC) that will expand the existing Goodwill retail and donation center on the bottom two floors of a 6-story building. In addition to the affordable units above the retail space, a 3,000-square-foot childcare center is planned to accommodate up to 40 children. The building also has two levels of below-ground parking and features a covered drop-off area for donations and childcare.
"This project is a wonderful and exciting collaboration between two community businesses that will bring much-needed additional affordable housing to Arlington, while also expanding on a critical service for our residents," said County Board Chair Libby Garvey. "The redevelopment also advances County objectives in many important areas, including sustainability and childcare."
The creation of 128 new committed affordable units (CAFs) and a child care center supports key goals for Arlington County, as outlined in the Affordable Housing Master Plan and the Child Care Initiative, respectively. The project also will achieve Earthcraft Multifamily Gold certification and exceeds the minimum requirements in the County’s Green Building Incentive Policy supporting the sustainability goals of the Community Energy Plan. The inclusion of the multi-use Arlington Boulevard trail realizes a key component of the Arlington Boulevard Trail Feasibility Study to promote user safety and usability.
In response to public feedback on the initial proposal, the applicants improved the site circulation to reduce potential vehicular and pedestrian interactions, adjusted the building frontage along South Glebe Road to improve the pedestrian experience, and added the proposed Arlington Boulevard multi-use trail.
The project includes 176 parking spaces, with 88 for residential use, four for residential visitors, 55 for the retail space, four for the childcare center, and 25 flexible spaces. A proposed underground garage has 172 parking spaces, and four angled surface parking spaces are located between the building's front entrances and South Glebe Road.
