THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

ZOA-2019-03 Amendment to the Arlington County Zoning Ordinance §7.3, R-C Multiple-Family Dwelling and Commercial District, to provide additional flexibility to the County Board to modify minimum parking ratio standards to a ratio below one parking space per dwelling unit for site plan multifamily residential projects in the R-C district.

GP-344-18-1 GLUP Amendment to designate a Special Affordable Housing Protection District and apply Note #13 on the GLUP (General Land Use Plan) Map for the area generally bounded by 16th Street North to the north, Fairfax Drive to the south and North Pierce Street to the west, except for the parcel located in the southwest corner of the block.

SP #233 Grant Investment Properties, LLC for a site plan amendment to incorporate 1523 Fairfax Dr. (RPC #17-003-003) into the site plan area, and to permit site redevelopment with a new approximately 48-unit multifamily residential building, new approximately 160-room hotel building, and parking garage in the RA-4.8 and RA-H zoning districts under ACZO §7.1, §7.2, §7.4, §15.5. The site plan area is approximately 82,191 sq. ft., located at 1501 Arlington Blvd. and 1523 Fairfax Dr. (RPC#s 17-003-003, -004, -046, -047, -048, -297). Proposed density is approximately 4.45 FAR in the RA-4.8 district, and approximately 103 hotel rooms per acre in the RA-H district. Modifications of zoning ordinance requirements include: increased density for LEED, affordable housing, and other bonuses; reduced parking requirements; modified lot coverage, setbacks, lot width minimum, and site area minimum; and other modifications as necessary to achieve proposed development plan. Applicable Policies: GLUP “High-Medium” Residential.

ZOA-2019-04 Amendments to Arlington County Zoning Ordinance (ACZO) §13.13.4, to allow large media screen signs to be installed at up to 55 feet in height at urban regional shopping centers, as defined in ACZO §18.2, in accordance with the placement standards specified in §13.8.3.E, and to reformat the existing opening paragraph in §13.13.4 into separate sections for a purpose statement, authority for County Board approval, criteria for County Board approval, and use standards.

ZOA-2019-05 Amendments to the Arlington County Zoning Ordinance (ACZO) §14.3.7, to allow the County Board to modify, through use permit approval pursuant to §15.4, the number of required off-street parking spaces and/or permit off-site parking for uses categorized as social service institutions, as specified in §12.2.4.J, subject to criteria set forth in proposed §14.3.7.C.3, when the County Board finds that: 1) the operation of the social service institution would preclude the need to adhere to the minimum required parking specified in §14.3.7, and 2) the potential adverse impacts associated with reducing the required parking or with permitting off-site parking in lieu of on-site parking can be mitigated through measures such as, but not limited to utilizing a managed or shared parking program, implementing transportation demand management (TDM) strategies and/or demonstrating that alternative transportation options exist that may offset parking demand, and/or demonstrating that nearby off-street parking spaces have been secured in terms acceptable to the County Board that shall not result in unavailable parking for the primary use of the off-site location.

Subject: Adoption of an update to the Master Transportation Plan (MTP)’s Bicycle Element and an amendment to the MTP Map’s Arlington County Bike and Trail Network section. As an element of the County’s Comprehensive Plan, this Plan outlines the vision, policies, and tools for the development and management of the Countywide transportation network.

Subject: Adoption of an updated Public Spaces Master Plan. As an element of the County’s Comprehensive Plan, this Plan outlines the vision, policies, and tools for the development and management of the diverse public spaces system, including parks, natural resources and recreational assets.

SUBJECT: Enactment of an Ordinance to change the speed limit of South Hayes Street from Army Navy Drive to South Fern Street in Pentagon City, Arlington, Virginia, from 30 and 35 miles per hour (MPH) to 25 MPH in the Arlington County Code.

SUBJECT: Enactment of an Ordinance to Amend and Reenact an Ordinance to Vacate a Portion of Columbia Pike, Route 244, located along the South Side of Columbia Pike, Abutting a Portion of the Property Known as 2338 Columbia Pike, Arlington, Virginia (RPC# 32-001-037), with Conditions.

SP# 384 1210 North Highland Street Clarendon Limited Partnership to reduce the parking ratio and amend conditions as necessary in the C-R zoning district under ACZO §7.1, §7.17, §15.5. Property is approximately 42,667 sq. ft.; located at 1210 N. Highland St. (RPC# 15-070-006). Property is approximately 70,000 sq. ft.; located at 2001 Clarendon Blvd. and 2000-2024 Wilson Blvd. (RPC# 17-011-069 thru -075). SP# 413 4040 Wilson Sub-I LLC to permit a fixed bar in a private outdoor café space with associated changes to the façade and landscape plan in the C-O-2.5 zoning district under ACZO §7.1, §7.12, and §15.5. Property is approximately 54,466 sq. ft.; located at 4040 Wilson Boulevard (RPC# 14-060-079). There is no change to the approved density. Budget Public Hearing Notice

PLEASE TAKE NOTICE THAT on APRIL 2, 2019, in COUNTY BOARD ROOM 307 at #1 Courthouse Plaza, 2100 Clarendon Blvd., Arlington, VA, at 7 p.m., or as soon thereafter as matter may be heard, the County Board of Arlington, VA, will hold a PUBLIC HEARING on County Manager’s Proposed Budget, which includes School transfers for Fiscal Year (FY) 2020, which begins July 1, 2019. In conjunction with hearing, testimony will be heard on Annual Action plan of Arlington’s Five Year Consolidated Plan that includes the following programs: Community Development Block Grant, and HOME Investment Partnerships. Interested persons may comment on the Annual Plan and past performance of these programs. Interested persons are asked to provide 8 written copies of testimony. Proposed budget may be examined weekdays in County Board Clerk’s Office, Suite 300, 2100 Clarendon Blvd., 8 a.m. to 5 p.m., and is available for review at all County libraries and on County’s web site (www.arlingtonva.us).

Tax Rate and Fee Changes Notice

PLEASE TAKE NOTICE that on APRIL 4, 2019, at a PUBLIC HEARING of the COUNTY BOARD OF ARLINGTON, VA, in County Board Room 307, 2100 Clarendon Blvd., Arlington, Va. 22201, at 7:00 p.m. or as soon thereafter as the matter may be heard, the County Board will hold a public hearing to consider adoption of the following:

CALENDAR YEAR (CY) 2019 COUNTY PERSONAL PROPERTY TAX LEVY

IT IS HEREBY RESOLVED AND ORDERED by the County Board of Arlington County, Virginia, as follows:

  1. That there be levied for the year 2019 a tax of $5.00 per $100 of assessed valuation on all taxable tangible personal property as defined in Sections 58.1-3500, 58.1-3501, 58.1-3502, 58.1-3503, 58.1-3506, and on machinery and tools as defined by Section 58.1-3507 of the Code of Virginia, except as otherwise provided in this paragraph. Without any limitation on the foregoing provisions, such property shall be considered to include all automobiles and trucks of public service corporations based upon the duly certified assessment thereof by the State Corporation Commission. Excluded from the levy of this paragraph (1) are the following:

(a) All other personal property of public service corporations;

(b) All classes of household goods and personal effects as classified by Section 58.1‑3504 of the Code of Virginia; and

(c)   Manufactured homes as defined in Section 36-85.3 of the Code of Virginia.

2. That pursuant to Section 58.1-3506.A.10. there be levied for the calendar year 2019 a tax of up to $1.0205 per $100 of assessed value on all manufactured homes as defined in Section 36‑85.3 of the Code of Virginia and pursuant to Section 58.1-2606 on all other tangible personal property of public service corporations based upon the duly certified assessment of the State Corporation Commission.*

IT IS FURTHER ORDERED hereby that such taxes are levied for County and School purposes and when and if appropriated by the County Board of this County shall be used to defray the County and School charges and expenses and all necessary charges incident to or arising from the execution of the lawful authority of the County Board of Arlington County; and

IT IS FURTHER ORDERED that such taxes for County purposes appropriated or unappropriated and unused to defray County and School charges and expenses shall return to the General Fund of the County to be used to defray County charges and expenses on all necessary charges incident to or arising from the execution of the lawful authority of the County Board of Arlington County for the next fiscal year.

ALLOCATION OF STATE PERSONAL PROPERTY TAX RELIEF MONIES

IT IS HEREBY RESOLVED AND ORDERED by the County Board of Arlington County, Virginia, as follows:

  1. In accordance with the requirements set forth in Section 58.1-3524(c)(2) and Section 58.1-3912(E) of the Code of Virginia, as amended by Chapter 1 of the Acts of Assembly (2004 Special Session 1) and as set forth in Item 503.E (Personal Property Tax Relief Program) of Chapter 951 of the 2005 Acts of Assembly any qualifying vehicle having situs within the County commencing January 1, 2019, shall receive personal property tax relief in the following manner:
  • Qualifying vehicles shall receive 100% tax relief on the first $3,000 of value, and the balance of relief then being equally distributed for each dollar of value up to $20,000 in value. For any value of a qualifying vehicle in excess of $20,000, there shall be no tax relief. The relief to be equally “distributed” shall mean the funds provided by the Commonwealth specifically for such tax relief.
  • All other vehicles which do not meet the definition of “qualifying” will not be eligible for any form of tax relief under this program.
  • Qualifying vehicles defined by the State’s Department of Motor Vehicles as clean special fuel vehicles shall receive 100% tax relief on the first $3,000 of value. These vehicles shall also receive 50% tax relief for each dollar of value from $3,001 to $20,000. For any value of a qualifying vehicle in excess of $20,000, there shall be no tax relief.
  • Qualifying vehicles defined by the Arlington County Commissioner of Revenue as especially equipped to transport the physically handicapped, shall receive 100% tax relief on the first $3,000 of value. Ordinance to amend, reenact, recodify Chapter 26 (Utilities), Article I, Sec. 26-7 of Arlington County Code relating to the rate for properties which use both water and sewer at $13.80 per 1,000 gallons water furnished: including water services at $4.70 per 1,000 gallons water furnished; sewer services at $9.10 per 1,000 gallons water furnished; rate for properties served by County water system only at $4.70 per 1,000 gallons water furnished; rate for properties served by County sewer system only at $9.10 per 1,000 gallons water furnished based on periodic water or sewer meter reading by utility serving property.
