NOTICE IS HEREBY GIVEN THAT THE PLANNING COMMISSION OF ARLINGTON CO., VA, on May 6, 2024, at 2100 Clarendon Boulevard, Suite 307, Arlington, Virginia 22201 in a meeting at 7:00 P.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing. The public may attend the meeting in person or virtually. THE FOLLOWING CASES TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

ZOA-2024-03  An ordinance to amend, reenact, and recodify Articles 13 and 18 of the ACZO relating to:

  1. Replacing all mentions of the term “large media screen” with “outdoor visual entertainment”;
  1. Increasing the maximum allowable luminance during nighttime hours for outdoor visual entertainment from 500 cd/m2 to 700 cd/m2;
  1. Amending and expanding the purposes of outdoor visual entertainment signs, to include the enhancement of long-term economic viability of Arlington’s major commercial centers and fostering a sense of place in these centers through the use of dynamic visual amenities;
  1. Incorporating a new definition for commercial shopping center into Article 18 (Definitions);
  1. Amend approval criteria and use standards for outdoor visual entertainment;
  1. Permitting the establishment of outdoor visual entertainment in commercial shopping centers;
  1. Permitting the installation of outdoor visual entertainment on mixed-use and multiple-family residential buildings within a community shopping center or urban regional shopping center;
  1. Clarifying the methodology for measuring sign height for outdoor visual entertainment;
  1. Permitting commercial messages on outdoor visual entertainment for activities, services, and products within the community shopping center or urban regional shopping center for which the outdoor visual entertainment sign was approved;
  1. Establishing hours of operation for displays on outdoor visual entertainment between 9:00 am – 10:00 pm, Sunday through Thursday, and between 8:00 am – 11:00 pm on Fridays and Saturdays, clarifying that sound emitted from outdoor visual entertainment shall only be permitted during these hours of operation; and permitting displays on outdoor visual entertainment beyond these prescribed hours of operation when associated with an approved Special Event Permit;
  1. Permitting modification through County Board use permit approval for certain use standards, including minimum distance from an R or RA zoning district, maximum sign area, maximum sign height, sign type, and hours of operation;
  1. Permitting approved and installed signs categorized as outdoor visual entertainment to continue to operate in compliance with all conditions of the use permit or site plan under which it was originally approved;
  1. Expanding the definition of outdoor visual entertainment to permit displays of live events, movies, or similar displays; and,
  1. Making other editorial changes for improved clarity, and for other related reasons required by public necessity, convenience, general welfare, and good zoning practice.

  2. Delete §14.3.6.B for consistency with amended § 14.3.3.B; 
  3. Amend off-site parking in § 7.8.5 Mixed Use Virginia Square District; 
  4. Amend Article 18 to define Neighborhood commercial centers;
  5. Amend §14.3 Parking and Loading for Neighborhood commercial centers and;
  6. Other editorial changes for improved clarity and for reasons required by public necessity, convenience, general welfare, and good zoning practice.

The Arlington County Board will hold a work session with the County Manager on Thursday, April 4, 2024 at 3:00pm, or as soon thereafter as matters may be heard, at the Ellen Bozman Government Building 2100 Clarendon Boulevard, Suite 307 Arlington VA 22201 to discuss the FY2025 Proposed Operating Budget for the Pay-as-you-Go Capital Fund, the Transportation Capital Fund, Metro, Tax Increment Financing Areas, and Debt Service.

The public is welcome to attend the work session in person or view via live stream on the County's website and on local cable stations on Comcast 25 & 1085 and Verizon FiOS 39 & 40. Public testimony is not accepted at work sessions.  Members of the public may provide feedback on the proposed FY2025 operating budget at the Budget Public Hearing on April 2, 2024 at 7:00 pm, Open Door Mondays, or in writing at countyboard@arlingtonva.us.  Find more information on the FY2025 proposed budget and archived work session videos on the FY2025 Budget website.
