NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON CO., VA, on December 19, 2023, at 2100 Clarendon Boulevard, Suite 307, Arlington Virginia 22201 in a meeting at 6:30 P.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing. 

Sign up to speak in advance at https://www.arlingtonva.us/Government/County-Board or call 703-228-3130 between 8am and 5pm starting the week before the meeting. Members of the public may participate virtually and in person. Speakers signing up will also be available in-person on the day of the meeting.  The meeting will be available via live stream at www.arlingtonva.us and local cable stations on Comcast 25 & 1085 and Verizon FiOS 39 & 40.

Subject:  Ordinance to establish Ranked Choice Voting as the election method for all County Board primary elections.

Subject: An ordinance to amend, reenact, and recodify Chapter 69 of the Code of Arlington County, to:

  • Make administrative amendments;
  • Clarify the roles of the Law Enforcement Community Oversight Board and the Independent Policing Auditor;
  • Amend the training requirements for Law Enforcement Community Oversight Board members;
  • Clarify that the Law Enforcement Community Oversight Board may have up to two non-voting members appointed by the County Board that have not been previously employed by the County Police Department;
  • Further describe the Community Oversight Board and Independent Policing Auditor’s access to County Police Department records;
  • Further define the Independent Policing Auditor’s role in reviewing internal investigations, entering into the MOU described in § 69-2(c) of the Code of Arlington County, Virginia, presenting findings and recommendations from the Independent Policing Auditor’s job duties, managing the funds appropriated by the County Board for the Independent Policing Auditor and Community Oversight Board, and review of use of force incidents; and,
  • Make additional editorial changes for improved clarity and implementation of the Community Oversight Board and Independent Policing Auditor’s functions.

ZOA-2023-12 An ordinance to amend, reenact, and recodify the ACZO relating to:

  1. Allowing modifications of height, setback, and parking requirements through County Board use permit approval for structures located within publicly owned and/or publicly operated parks and open spaces, including fences and walls;
  2. Allowing modifications of maximum height standards for athletic field lighting that is existing at the time of the zoning ordinance amendment’s adoption through County Board use permit approval when located at schools and within publicly owned and/or publicly operated parks and open spaces;
  3. Revising sign standards to permit greater flexibility in the placement of flag poles and freestanding signs within publicly owned and/or publicly operated parks and open spaces; and,
  4. Other editorial changes for improved clarity.

ZOA-2023-14 An ordinance to amend, reenact, and recodify Articles 4, 5, 7, 9, 10, 11, 12, 14 and 18 of the Arlington County Zoning Ordinance to correct technical errors and to update regulatory inconsistencies.
