THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

Z-2621-20-1 ADOPTION OF AN ORDINANCE PURSUANT to ACZO §11.3 to designate an Arlington Historic District Overlay for the Mount Salvation Baptist Cemetery, located at 1961 N. Culpeper St., and which district boundary shall include the cemetery portion only of the parcel identified as RPC # 07-006-129; and the adoption of associated Historic District Design Guidelines. This ordinance would make the cemetery property subject to Historic District regulations in ACZO §11.3.

SUBJECT: An Ordinance, on the County Board's "Own Motion," to authorize the placement of non-commercial banners on street light poles in the public right-of-way located in the boundaries of the Ballston Business Improvement District, as authorized by Section 11.11.1.H of the Arlington County Zoning Ordinance.

Subject: Consideration of an Ordinance to repeal, reenact, and recodify Article VIII of Chapter 14.2 (Residential Permit Parking Program), to be effective April 1, 2021; and an Ordinance to amend, reenact, and recodify Article I, Division 1, Section 14.2-7.1 (Fines for Nonmoving Violations) to address fines for parking in violation of Article VIII of Chapter 14.2 to be effective April 1, 2021. These Ordinances would: expand the number of households eligible to petition for restrictions and join the Residential Permit Parking (RPP) program; Provide more parking options for short-term visitors and service providers, including two-hour, paid parking during the hours of restriction for parkers without RPP permits or passes; introduce a limited number of permits for elementary, middle and high school employees, as well as employees who work at group homes; raise permit and pass fees to end general tax support for the program while offering a discount for low-income households; charge households with a driveway, garage, or parking lot higher fees up to $250 for a third or fourth permit than those charged to households without a driveway, garage, or parking lot; alter the petition process by removing the “out-of-area” test for vehicles parked on a petitioning street while raising the thresholds for parking occupancy and the share of households supporting the petition. Consideration to keep the maximum number of annual permits that all households may receive in one year at four (4) or, alternatively, reduce the maximum number to two (2) for households with a driveway, garage, or parking lot and three (3) for households without a driveway, garage, or parking lot.

SITE PLAN AMENDMENTS:

SP# 79 Dittmar Company to increase the total building density from 9.94 to 10.0 floor area ratio (FAR) for a mixed-use development, which includes adding residential gross floor area (GFA), reducing hotel GFA and reallocating a portion of hotel GFA to parking and exclusion space, and modify the parking ratio in the C-O Rosslyn zoning district under ACZO §7.1, §7.15, & §15.5.  Property is approximately 78,918 sq. ft.; located at 1900 N. Fort Myer Drive and 20th Street North (RPC# 16-022-004; -003 and 16-015-100). The proposed density is 10.0 FAR.  Modifications of zoning ordinance requirements include: GFA exclusions, modification to parking ratio, and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “High” Residential, Rosslyn Coordinated Redevelopment District (GLUP Note 15).

U-3530-18-2 La Cocina – Virginia for a community service use (culinary training and entrepreneurship center) in the CP-FBC and C-2 zoning districts under ACZO §11.1, §12.2 & §15.4. Property is approximately 56,761 sq. ft.; located at 3507 Columbia Pike (RPC# 23-040-015). Applicable Policies: GLUP Semi-Public; GLUP Note #8.

U-3573-19-1 Children’s House Montessori for a childcare center for up to 200 children in the C-2 zoning district under ACZO §7.1, §7.17, §14.3 & §15.4. Property is approximately 24,459.5 sq. ft.; located at 3436 Lee Highway (RPC# 06-033-008, 029). Modifications of zoning ordinance requirements include: loading space requirement and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP Service Commercial; GLUP Note #8 “Lee Highway/Cherrydale Special Revitalization District”

U-3575-19-1 Indira Chapagain Koirala for a family day care home for up to 12 children in the R2-7 zoning district under ACZO §5.1, §5.9, §12.9.9, §15.4. Property is approximately 2,830 sq. ft.; located at 210 S. Glebe Road (RPC# 23-009-033). Applicable Policies: GLUP “Low” Residential (11-15 units/acre).

U-3576-19-1 Floridalma Huertas for a family day care home up to 12 children in the R-5 zoning district under ACZO §5.1, §5.7, §15.4. Property is approximately 7,050 sq. ft.; located at 2417 Washington Boulevard (RPC# 18-059-001). Applicable Policies: GLUP “Low-Medium” Residential.

U-2565-87-1 AA Daycare, Inc. for a childcare center for up to 64 children in the RA7-16 zoning district under ACZO §6.1, §6.4, §15.4.  Property is approximately 15,828 sq. ft.; located at 1915 N. Subject:  Proposed final adoption of amendments to a continuity of government ordinance adopted pursuant to section 15.2-1413 of the Code of Virginia (to replace the existing ordinance amendments) initially approved on January 26, 2021 on an emergency basis.  The amendments authorize the temporary reduction of the taxicab Annual Certificate Fee to $0 for wheelchair accessible taxicab vehicles, to $0 for companies with 50 or fewer taxicab vehicles, and to $50 for companies with 51 or more taxicab vehicles, or in the alternative, $0 for wheelchair accessible taxicab vehicles, $0 for the first 50 standard vehicles under each certificate, and $50 thereafter per standard vehicles under each certificate.
