NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON CO., VA, on February 18, 2023 at 2100 Clarendon Boulevard, Suite 307, Arlington Virginia 22201 in a meeting at 9:00 A.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing. 

Sign up to speak in advance at www.arlingtonva.us/Government/County-Board or call 703-228-3130 between 8am and 5pm starting the week before the meeting. Members of the public may participate virtually and in person. Speakers sign up will also be available in-person on the day of the meeting.  The meeting will be available via live stream at www.arlingtonva.us and local cable stations on Comcast 25 & 1085 and Verizon FiOS 39 & 40.  For requests for reasonable accommodation requests or language translation services, contact the County Board Clerk’s Office at by phone at 703-228-3130 or by email at countyboard@arlingtonva.us.  Please submit language translation service request 48 hours prior to the meeting so that the proper arrangements can be made.

SUBJECT: Ordinance of Vacation to vacate: 1) a 2,931 square foot portion of a 12 foot wide public alley located between Wilson Boulevard and 10th Street North, adjacent to 3240 Wilson Blvd., 3211 10th St. N., and 3201 10th St. N., RPC Nos. 19-003-001, 19-003-002, 19-003-006, 19-003-009, 19-003-010, 19-003-011, 19-003-012, and 19-003-016; ; and 2) a 1,127 square foot portion of a public street and utilities easement on the west side of North Irving Street on RPC Nos. 19003009, 19003010, 19003011, and 19003012, with conditions.

SUBJECT: Request to adopt the Chesapeake Bay Preservation Plan Update, an element of the Arlington Comprehensive Plan, to reflect the full scope of current policies and procedures that address the County’s regulatory Chesapeake Bay Preservation Act requirements, per the Virginia Chesapeake Bay Preservation Act requiring local governments to review and revise their Chesapeake Bay Preservation Plan as a component of their Comprehensive Plan (§ 62.1-44.15:74 and 9VAC25-830-170).

Certification of Transferrable Development Rights to be considered for transfer from the Clarendon Barbershop building (Land Unit A) located at 1407 & 1411 N. Garfield St. (RPC# 15-066-023)(“Sending Site”) to the Joyce Motors site located generally at 3201 10th St. N. (RPC#s 19-003-001, -010, -011, -012, and part of 19-003-002, -006, -009, and -016)("Receiving Site") as part of SPLN19-00006 as described below for the purpose of historic preservation.  The Sending Site is 2,952 square feet and the proposed density to be transferred is up to 14,760 square feet of gross floor area, utilizing a multiplier of 500 percent per Clarendon Revitalization District standards (ACZO §9.2).

SPLN19-00006 Orr Clarendon, LLC for a site plan (SP #465) to construct up to 5.87 FAR, including up to 184,714 sq. ft. of residential gross floor area and up to 3,639 sq. ft. of retail gross floor area in the C-3 zoning district under ACZO §7.19, §9.2 & §15.5; located generally at 3201 10th Street North (RPC#s 19-003-001, -010, -011, -012, and part of 19-003-002, -006, -009, and -016).  Modifications of zoning ordinance requirements include: additional density, reduced parking and loading requirements, design requirements, density exclusions, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP Medium Density Mixed-Use; Clarendon Revitalization District (Note 12); Clarendon Sector Plan.

FBCN22-00001 and FBC-28 MCP III Arlington LLC to construct project containing 250 residential dwelling units, with modification pursuant to the Commercial Form Based Code for maximum building footprint. Application also includes associated amendment in the Commercial Form Based Code to change the Town Center Regulating Plan from a Local to Main Street Building Envelope Standard designation along eastern side of South Lincoln Street where the subject property is located.  Property is approximately 63,141 sq. ft.; located at 3401 Columbia Pike (RPC# 23-041-007, -011). Applicable Policies: Columbia Pike Form Based Code

Ordinance to Vacate a portion of a 12’ alley running southwest from South Glebe Road toward South Lincoln Street, along the parcel lines between Lot 9 and Parts of Lots 1, 2, 12 and 13, Block 1, Alcova Heights, known as 3401 Columbia Pike, Arlington, Virginia (RPC# 23-041-007 and 23-041-011), with conditions.

SUBJECT: First Amendment to License Agreement between the County Board of Arlington County, Virginia as licensor and Shirlington Employment and Educational Center as licensee for approximately 845 square feet of space known as Room 422 located at 909 S. Dinwiddie St., Arlington, Virginia (RPC No. 22-001-725).

UPER22-00066 Easter Seals for a childcare center for up to 57 children in the RA7-16 zoning district under ACZO §6.1, §14.3.7, §15.4.  Property is approximately 15,828 sq. ft.; located at 1915 N. Uhle Street/2120 Langston Boulevard (RPC# 16-026-509, -262).  Modifications of zoning ordinance requirements include: Off-site parking and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “Low-Medium” Residential; Colonial Village Coordinated Preservation and Development District (Note 5).
