The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances.  The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

Z-2622-19-1 Rezoning from “C-O” zoning district to “C-O Rosslyn” zoning district, for an approximately 78,671 square foot area located at 1820 and 1830 Fort Myer Drive; and identified as RPC# 16-036-002, -004, and -006.

SP# 1  Center, L.C. (Snell Properties) proposes a site plan amendment for the construction of two 30-story and 31-story multi-family residential buildings with approximately 740 total units, with up to 225 units proposed for interim hotel use for up to five years, 8,023 square feet of retail, 11,103 square feet of commercial office or retail flex space, and approximately 24,257 square feet associated with proposed church and fueling station space, in the C-O Rosslyn zoning district under ACZO §7.1, §7.15, and §15.5. Area is approximately 78,671 square feet at is located at 1820 and 1830 Fort Myer Drive (RPC# 16-036-002, -004, and -006). Modifications of zoning ordinance requirements include: additional density, density exclusions, required parking, compact parking, loading requirements, mechanical penthouse height, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Office-Apartment-Hotel and Note 15: Rosslyn Coordinated Redevelopment District; Rosslyn Sector Plan.

Subject: Ordinance(s) of Vacation to vacate: 1) portion of a public street and utilities easement running north from Wilson Boulevard parallel to the west side of North Ft. Myer Drive, RPC #16-36-002; 2) portions of a public street and utilities easement running north from Wilson Boulevard parallel to the west side of North Ft. Myer Drive, RPC #16-36-002; 3) portion of a public street and utilities easement running north from Wilson Boulevard parallel to the west side of North Ft. Myer Drive, RPC #16-36-004, -006; and 4) walkway easements running through the site to the north, RPC #16-036-002, all the above, with conditions.

Subject: Amendment and Re-enactment of an Ordinance of Encroachment to permit two underground electric vaults: 1) into an Easement for Public Sidewalk and Utilities Purposes located parallel to 20th Street South near its intersection with Crystal Drive; and 2) into an Easement for Public Sidewalk and Utilities Purposes and an Easement for Public Streets and Utility Purposes located parallel to 18th  Street South near its intersection with Crystal Drive, both proposed underground vaults located on Parcel X-2A-1A South Washington Industrial Subdivision, RPC #34-026-037, also known as 1900 Crystal Drive, with conditions.

Subject: Ordinance(s) of Encroachment to permit: 1) underground electric vault into a street and utilities easement along the east side of North Nash Street; 2) underground storm water vaults located near the west side of North Ft. Myer Drive; 3) underground support caissons located near the west side of North Ft. Myer Drive; 4) balconies located on the east side of the proposed building into a street and utilities easement along the west side of North Ft. Myer Drive; 5) three canopies located on the east side of the proposed building into street and utilities easement along the west side of North Ft. Myer Drive; and 6) above ground overhanging portions of the proposed church structure running north from the east side of North Nash Street near the intersection of North Nash Street and North Ft. Myer Drive (“Intersection”), around the Intersection, and then running south along the west side of North Ft. Myer Drive, all located on RPC #s 16-36-002, -004, -006, and all with conditions.

Subject: Authorization by the County Board of Arlington County, Virginia, as beneficiary for the County Trustee to subordinate and partially release the County’s deeds of trust to a Deed of Dedication and Easements (“Easement”) and execute the Easement on behalf of the County Board, as beneficiary and as Trustee on Property known as Queen’s Court, Site Plan #444, RPC #16-034-392, -393, -394, -395, -396, and -397.

Subject: Authorization by the County Board of Arlington County, Virginia, as beneficiary, for the County Trustees to: I) subordinate the County’s deed of trust to a Deed of Easements (“Easement”) and execute the Easement on behalf of the County Board, as beneficiary, and as Trustee; and ii) to consent to a Crane Swing Agreement (“Agreement”) and execute the Agreement on behalf of the County Board, as beneficiary, and as Trustee, both on Property known as The Carlin, 4300 N. Carlin Springs Road, RPC #20-012-360.

SITE PLAN AMENDMENTS:

SP# 167 CESC Water Park LLC for a site plan amendment to update the landscape, incorporate a new water feature, and add retail kiosks in the C-O-1.5 zoning district under ACZO §7.1, §7.11, & §15.5. Property is approximately 71,449 sq. ft.; located at 1601 & 1505 Crystal Drive (RPC# 34-020-236, -237). Modifications of zoning ordinance requirements include: relief from the setback requirements, modification to the approved parking ratio, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “Low” Office-Apartment-Hotel, Crystal City Coordinated Redevelopment District.

SP #421 CESC Mall Land LLC to amend Condition #35 for a mixed-use development in the C-O Crystal City zoning district under ACZO §7.1, §7.16 & §15.5. Property is approximately 140,000 sq. ft.; located at 1900 Crystal Drive (RPC# 34-026-037, -041, -042, -043).  The approved density is 5.92 FAR.  Modifications of zoning ordinance requirements include: Other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “High” Office-Apartment-Hotel, Crystal City Coordinated Redevelopment District (Note #1).

FOR ONE YEAR:

SP65-U-16-1 JM-Circle Buchanan, LLC to permit the uses on the ground floor of the existing building to include arcade, bowling alley and accessory uses in the C-O zoning district under ACZO §7.1, §7.3, §12.2, §15.5. Property is approximately 152,460 sq. ft.; located at 320 23rd Street S. (RPC# 34-020-030). Applicable Policies: GLUP “High” Office-Apartment-Hotel; GLUP Note #1.

SP339-U-19-2 Jumping Joey’s for one-year review of parent’s night out and day camp use in the C-O 1.5 zoning district under ACZO 7.1, 7.11, 15.4.  Property is approximately 272,200 sq. ft.; located at 2800 Clarendon Blvd. (RPC# 18-016-113).  Applicable Policies: “Low” Office-Apartment-Hotel.

U-3552-19-1 Raphael and Olivia Gomes for a family day care home up to twelve (12) children in the R-5 zoning district under ACZO §5.1, §5.7, §15.4. Property is approximately 5,200 sq. ft.; located at 3114 15th Street S. (RPC# 32-020-013. Applicable Policies: GLUP Residential “Low” (1-10 units/acre).

U-3564-19-1 Fikirteselasie Kidane for a family daycare home for up to 12 children in the R-8 zoning district under ACZO §5.1, §5.5 & §15.4.  Property is approximately 8,312 sq. ft.; located at 6324 31st St. N. (RPC# 01-021-001). Applicable Policies: GLUP “Low” Residential (1-10 units/acre).

U-3321-11-1 Yogi Dumera (Arlington Rooftop Bar & Grill) for restaurant providing live entertainment in the C-2 zoning district under ACZO §26-B.12.
