NOTICE IS HEREBY GIVEN THAT THE PLANNING COMMISSION OF ARLINGTON CO., VA, on June 4, 2018, in Room 307, 2100 Clarendon Blvd. at 7:00 P.M. or as soon thereafter as matters may be heard, will hold Public Hearings on the following cases; and

NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON CO., VA, on June 16, 2018, in Room 307, 2100 Clarendon Blvd. at 9:00 A.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing:

NOTE: Copies of proposed plans, ordinances, amendments and applications, and related planning case materials may be examined in the Zoning Office, Suite 1000; or text of proposed County Code amendments in County Board Clerk’s Office, Suite 300; 2100 Clarendon Blvd., Arlington, VA, 8 A.M. to 4:30 P.M. weekdays. The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances. The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

SUBJECT: On the County Board’s Own Motion, an ordinance to authorize the placement of non-commercial banners on street light poles in the public right-of-way located along Columbia Pike between S. Jefferson St. and S. Orme St., as authorized by ACZO §13.11.1.H. The sign system would assist in identification and branding of the Columbia Pike corridor and would be installed and maintained by the Columbia Pike Revitalization Organization (CPRO).

GP 342-18-1 Amendment to the General Land Use Plan (GLUP) Map from “Low” Residential (1-10 units/acre) to “Public” for select areas within Benjamin Banneker Park, bounded by N. Sycamore St., 16th St. S., N. Van Buren St., and 18th St. N.

Z-2603-18-1 On the County Board’s Own Motion, a rezoning from R-6, One-Family Dwelling District to S-3A, Special District, for the properties known as 6600, 6708, & 6616 18th St. N., portions of N. Tuckahoe St., N. Sycamore St., and 17th St. N., all within Benjamin Banneker Park. (RPC # 11-019-002, -006, -008, -010, 11-025-008, part 11-019-031, part 11-026-013, portions of 17th St. North, North Sycamore and North Tuckahoe Streets rights of way).

Z-2604-18-1 On the County Board’s Own Motion, a rezoning from R-6, One-Family Dwelling District, and R-5, One-Family and Restricted Two-Family District, to S-3A, Special District, for the property known as McCoy Park, located at 2121 21st St. (RPC #15-004-071).

SUBJECT: License Agreement between the County Board of Arlington County, Virginia, as Licensor, and the Arlington County School Board, as Licensee, on a Portion of County-owned Property located at 1425 N. Quincy St., Arlington, Virginia (RPC# 15-040-045).

SUBJECT: Encroachment for placement of up to thirteen tie-backs related to the sheeting and shoring at the northeast portion of the property, The Berkeley Apartments, 2900 and 2910 South Glebe Road, RPC #38-020-002 into the western portion of County property located at 2920 S Glebe Road, RPC #38-020-009.

SUBJECT: Amendment and restatement of two Ordinances of Vacation associated with Site Plan #445 at 1555 Wilson Boulevard to now vacate: (1) a sanitary sewer easement and a water line easement running; (a) north to south from the northwest corner of RPC# 16-033-021, a Parcel known as Vacation of Part of North Pierce Street, and Adjacent to Lot 1 of a Subdivision of Part of Lot G, Colonial Heights; and (b) through the southwestern portion of RPC# 16-033-017 known as Part Lots 1 and 2 of a Subdivision of Part of Lot G, Colonial Heights and Part Vacation North Pierce Street and (2) a public utilities easement running; (a) north to south through the southwestern part of RPC# 16-033-017, known as Part Lots 1 and 2 of a Subdivision of Part of Lot G, Colonial Heights and Part Vacation North Pierce Street; and (b) through RPC# 16-033-022, known as Vacation of Part of North Pierce Street and Adjacent to Lots 2, 3, 4, 5 of a Subdivision of Part of Lot G, Colonial Heights.

SITE PLAN AMENDMENTS:

SP# 46 4000 North Fairfax LLC to amend the approved site plan to permit enclosure of balconies and requesting exclusions from density for air shafts in the C-O-A zoning district under ACZO §15.5. Property is approx. 26,300 sq. ft.; located at 4000 Fairfax Dr. (RPC# 14-045-003). The proposed density is 330,000 sq. ft. of GFA. Modifications of zoning ordinance requirements include: exclusion from density of air shaft areas and other modifications as necessary to achieve the proposed development plan. SP# 56 CESC Mall Land, LLC to reduce the number of parking spaces and modify parking ratios in the C-O and C-O-Crystal City zoning districts under ACZO §7.1, §7.13, §7.16, §14.3, §15.5. The property is approx. 311,760 sq. ft.; located at 1800 S. Bell St., 1851 S. Bell St., 1901 S. Bell St., 1900 Crystal Dr. (RPC# 34-026-037). Modifications of zoning ordinance requirements include: parking and other modifications as necessary to achieve the proposed development plan. SP# 167 CESC Park Two L.L.C. to amend the landscape plan in the C-O-1.5 zoning district under ACZO §7.1, §7.11, §15.5. Property is approx. 185,629 sq. ft.; located at 2121 Crystal Dr. (RPC# 34-020-234). Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “Low” Office-Apartment-Hotel; GLUP Note #1.

SP# 193 FC Ballston Common LLC (Forest City) to amend site plan condition language relating to the Wilson Boulevard Pedestrian Bridge, the granting and acceptance of easements, encroachments for building façade elements, and intersection improvements for Wilson Blvd. and N. Randolph St., to modify the building façade along Wilson Blvd., to allow large media screens, and to modify intersection improvements to be constructed at Wilson Blvd. and N. Randolph St. in the C-O-2.5 zoning district under ACZO §7.12, §13, §15.5. Property is approx. 585,079 sq. ft.; located at 4100 & 4238 Wilson Blvd. (RPC# 14-059-046, -047). The approved density is 3.49 FAR. Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. SP# 413 Ashton Park Associates I, LLC, c/o The Shooshan Company, to add a 1,265 sq. ft. exterior screening facility in the C-O-2.5 zoning district under ACZO §7.1, §7.12, §15.5. Property is approx. 84,884 sq. ft.; located at 675 N. Randolph St. (RPC# 14-060-077). Modifications of zoning ordinance requirements include bonus density and other modifications as necessary to achieve the proposed development plan. SPECIAL EXCEPTION USE PERMITS:
