The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASES TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

ZOA-2020-02 An ordinance to amend, reenact, and recodify ACZO Article 16 to enable expansions and additions to nonconforming two-family dwellings in Article 6 RA Districts, and for other reasons required by public necessity, convenience, general welfare, and good zoning practice.

SP #76 Arlington Hotel Holdings, Inc. from a site plan amendment to allow the conversion of approximately 187 hotel units to approximately 180 residential units in the RA-H zoning district under ACZO §7.1, §7.4, §15.5. Property is approximately 100,000 sq. ft.; located at 1200 N. Courthouse Road (RPC# 18-003-531). The proposed density is approximately 180 dwelling units. Modifications of zoning ordinance requirements include: reduced parking, increased compact parking, increased lot coverage, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “Medium” Residential.

PDSP #106 WETA to amend Condition #2 of the Shirlington Phased Development Site Plan to permit addition of office square footage to the WETA site in the C-O-1.5 zoning district under ACZO Sec. 15. Property is approximately 58,594 s.f. (1.3 acres); located at 3939 Campbell Avenue (RPC #29-023-005).   Applicable Policies: GLUP: “Low” Office-Apartment-Hotel.

SP # 106-3 WETA to construct an approximately 17,150 square foot addition to the existing office building with a large media screen in the C-O-1.5 zoning district under ACZO Sec. 15.5 and 13.13.4. Property is approximately 58,594 s.f. (1.3 acres); located at 3939 Campbell Avenue (RPC #29-023-005). The proposed density is approx. 105,195 square feet of Gross floor area. Modifications of zoning ordinance requirements include: parking ratio, additional density, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP: “Low” Office-Apartment-Hotel.

THE FOLLOWING CASES TO BE HEARD BY COUNTY BOARD ONLY:

SUBJECT:  Consideration of proposed amendments to the County’s continuity of government ordinance to authorize the establishment of outdoor dining areas, and the expansion of existing outdoor dining areas, at existing food establishments, and the operation thereof.

SUBJECT: Second Amendment to License Agreement between the County Board of Arlington, Virginia as licensor and the Commonwealth of Virginia, Department Of General Services as licensee for premises located on the first floor of 2100 Washington Boulevard, Arlington, Virginia (RPC 24-004-015) in the Sequoia Plaza office complex.

SUBJECT: Amended and Restated License Agreement by and between the County Board of Arlington County, Virginia, as Licensor, and Greater Washington Educational Telecommunications Association, Inc., as Licensee, for temporary use of the County-owned parcel known as 3514 S. Four Mile Run Drive, Arlington, Virginia, RPC No. 29-022-002.

SITE PLAN AMENDMENTS:

SP #193 Ballston Air Rights Acquisition Company, LLC to extend the approved site plan term for three years in the C-O-2.5 zoning district under ACZO §7.12 and §15.5. Property is approximately 585,079 sq. ft.; located at 685 N. Glebe Road (RPC# 14-059-045). The approved density is 3.5 FAR. Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “Medium” Office Apartment Hotel.

SP #297 PL Pentagon LLC c/o KIMCO Realty Corp. to reconfigure residential lobby and retail space, revise loading dock bays, implement design revisions, amend conditions as necessary, and all other modifications necessary to achieve the proposed development, in the C-O-2.5 zoning district under ACZO §7.12, §15.5. SP #335 1735 IP Holding, LLC to reconfigure the lobby, convert retail space to office, enhance street scape and façade, rooftop terrace, and improve ADA access to the site in the C-O Rosslyn zoning district under ACZO §7.1, §7.15, §15.5. Property is approximately 59,820 sq. ft.; located at 1735 N Lynn Street (RPC# 16-039-018). The approved density is 3.16 FAR. SP #382 National Science Teaching Association to extend the approved site plan term for three years in the C-O-2.5 zoning district under ACZO §7.1, §7.12 and §15.5. Property is approximately 43,901 sq. ft.; located at 1840 Wilson Blvd. and 1805 Clarendon Blvd. (RPC# 17-011-057, 056). The approved density is 2.68 FAR. SP #386 SCD 3901 Fairfax LLC to reconfigure the main building entrance and lobby, ground floor adjustments to accommodate Dominion Energy’s updated transformer vault clearance requirements, add hinged/roll-up doors at plaza-facing storefronts, adjust the rooftop penthouse footprint to accommodate added mechanical equipment and increased amenity area, and change the use of the eastern retail space from traditional commercial retail space to a retail equivalent use that includes conference space for office tenants in the C-O-2.5 Mixed-Use zoning district under ACZO §7.12, §15.5. Property is approximately 43,524 sq. ft.; located at 3901 Fairfax Drive (RPC# 14-030-059). Applicable Policies: GLUP “Medium” Office-Apartment-Hotel and Virginia Square Sector Plan.

SP #417 Courthouse Manor Associates, LP, Wakefield Manor, a Virginia land trust, and Wakefield-Courthouse Associates LLC for a site plan amendment to extend the approved site plan term for three years and for a parking ratio reduction in the RA 8-18 zoning district under ACZO §6.3 and §15.5. Property is approximately 80,927 sq. ft.; located at 1215 and 1233 N. Courthouse Road and 2025 Fairfax Drive (RPC# 17-017-002, -005, and -006). The approved density is 2.15 FAR. Modifications of zoning ordinance requirements include: parking ratio and other modifications as necessary to achieve the proposed development plan. SPECIAL EXCEPTION USE PERMITS:

U-3516-18-1 Arlington Public Schools for an increase in capacity up to 150 seats at the Arlington Career Center in the S-3A zoning district under ACZO §4.1, §4.2, §15.4. Property is approximately 372,002 sq. ft.; located at 816 S. Walter Reed Drive (RPC# 25-014-004). Modifications of zoning ordinance requirements include: off-site parking and other modifications as necessary to achieve the proposed use.
