The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances. The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

SUBJECT: Adoption of the Four Mile Run Valley Policy Framework. The Policy Framework establishes the vision for the Four Mile Run Valley study area that encompasses two boundaries for (1) an Area Plan, consisting of mostly industrial properties located along Four Mile Run Dr. and between Shirlington Rd., 24th Rd. S. and Interstate 395 and (2) a Park Master Plan, consisting of three County parks: Jennie Dean Park, Shirlington Park and Shirlington Dog Park. The Policy Framework also includes conceptual development plans for both the Area Plan and Park Master Plan and major policy recommendations that are necessary to fulfill the vision. Policy recommendations address proposed Land Use/Height/Development Character elements, Transportation improvements, Parks /Recreation/Open Space enhancements, and Environmental goals. The adoption of the Policy Framework is a precursor to the adoption of an Area Plan and a Park Master Plan later in 2018, that will each inform future public and private development decisions.

CCBP-G-1 This Block Plan provides supplemental long-range planning guidance and an integrated planning approach for Block G, as identified in the Crystal City Sector Plan, defined by 15th St. S. to the north, 18th St. S. to the south, Crystal Dr. to the east, and Route 1 to the west. This block plan supports and further refines the Crystal City Sector Plan recommendations for this block. The Block Plan illustrates and reaffirms desired qualities relating to block structure and neighborhood form, land uses, accessibility and circulation, public open spaces, sustainable development, and other plan elements. It provides two conceptual build-out scenarios (one with the option to include a two-story building at the corner of 18th St. S. and Crystal Dr.), related to an amendment to Site Plan #90 and a new Site Plan #448 (as proposed), that each reflect a variety of Sector Plan recommendations. Some of the Sector Plan’s major recommendations to be advanced through the Block Plan include additional residential development east of Route 1, more complete and attractive pedestrian facilities traversing the block and a potential public open space (RPC # 34-020-248 through -251, -253, -254; 24-026-033).

SP# 90 CESC Square LLC to amend the existing site plan to withdraw approximately 75,858 sq. ft. of site area from the existing site plan, 1750 Crystal Dr. (a portion of RPC# 34-020-249) in order to permit construction under a new site plan application, under ACZO §15.5. Applicant also requests an amendment to the existing site plan to permit construction of an approximately 16,300 sq. ft. two-story building with retail uses at the corner of 18th St. S. and Crystal Dr. (RPC# 34-020-249, -250). The total area of SP #90 is approximately 15 acres, located between 15th St. S., Crystal Dr., US Route 1, and 18th St. S. (RPC#: 34-020-248 through -251, -253, -254; 34-026-033). Modifications include density, parking ratio, drive aisle width, parking space size, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan; Crystal City Coordinated Redevelopment District.

Z-2601-17-1 CESC Square LLC to rezone from C-O Mixed-Use District to C-O-Crystal City Mixed Use Crystal City District, for property located at 1750 Crystal Dr. (a 75,858 square-foot portion of RPC# 34-020-249), and an approximately 1,421 sq. ft. parcel from M-2 to C-O (property located on the North side of the 200 Block of 18th St. South (part of RPC# 34-020-251). SP# 448 CESC Square LLC for a new site plan under ACZO § 15.5 to construct a multi-family building with retail uses of up to 375,000 square feet of GFA on property located at 1750 Crystal Dr. (a portion of RPC# 34-020-249). Property is approximately 1.74 acres. Proposed density is approximately 4.56 FAR. Proposed modifications include parking ratio, drive aisle width, parking space size, parking on adjacent property, bulk -plane angle, use mix, bonus density for LEED Silver, exclusions from density and other modifications as necessary to achieve the proposed development plan.
