NOTE: Copies of proposed plans, ordinances, amendments and applications, and related planning case materials may be examined in the Zoning Office, Suite 1000; or text of proposed County Code amendments in County Board Clerk’s Office, Suite 300; 2100 Clarendon Blvd., Arlington, VA, 8 A.M. to 4:30 P.M. weekdays. The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances. The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

Public facility review, pursuant to VA Code §15.2-2232, for a change in use from school administration to school instructional classrooms at the Arlington Public Schools Education Center located at 1426 N. Quincy St.

THE FOLLOWING CASES TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

U-3120-05-1 Arlington Public Schools for a use permit amendment to convert the Education Center, located on the Washington-Lee High School campus, from administrative office to school use for approximately 500-600 additional students in the S-3A zoning district under ACZO §4.1.2, §4.2, §15.4. Property is approximately 878,452 sq. ft.; located at 1426 N. Quincy St. (RPC# 14-001-001). Modifications of Zoning Ordinance requirements include modifications to building height, parking ratio, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP Public.

ZOA-2019-07 Amendments to the Arlington County Zoning Ordinance §12.9, Accessory Use Standards, and §16.2, Nonconforming Buildings and Structures, to revise standards for accessory dwellings at §12.9.2 to: permit the construction of new detached accessory dwellings after the date of adoption of the proposed amendment, provided the accessory dwelling meets specific setback requirements for new detached accessory dwellings; clarify that accessory buildings existing prior to the date of adoption of the proposed amendment may be converted into accessory dwellings regardless of conformity to the maximum building footprint, maximum building height, and exterior stairs placement requirements for accessory dwellings, provided the accessory dwelling is established through interior alterations only and meets the maximum area requirement for an accessory dwelling; and update the date of adoption from November 27, 2017 to the date of adoption of the proposed amendment; and to clarify the standards at §16.2.4 to: clarify that nonconforming accessory buildings and structures accessory to one-family dwellings in the R-5, R-6, R-8, R-10, R-20, and R2-7 zoning districts and to two-family dwellings in the R2-7 zoning district are eligible to be added to or expanded, provided the addition or expansion conforms with all current provisions of the ordinance; and clarify the zoning districts in which an addition may be built over a nonconforming one-family dwelling and two-family dwelling that encroaches on a required setback or side yard.
