THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

Z-2619-19-1 REZONING from “C-O” Mixed Use District to “C-O Crystal City” Mixed Use Crystal City District; for an approximately 104,404 square foot area located at 2001 South Clark Street (RPC# 34-020-266 part, -267, -268 part, -269 part).

CCBP-M-1 CRYSTAL CITY BLOCK PLAN provides supplemental long-range planning guidance and an integrated planning approach for Block M as identified in the Crystal City Sector Plan, defined by 20th Street South to the north, 23rd Street South to the south, Crystal Drive to the east, and Richmond Highway to the west. This block plan supports and further refines the Crystal City Sector Plan recommendations for this block. The Block Plan illustrates and reaffirms desired qualities relating to block structure and neighborhood form, land uses, accessibility and circulation, public open spaces, sustainable development, and other plan elements. It provides conceptual build-out scenarios related to Site Plans #11 and #458, that each reflect a variety of Sector Plan recommendations. (RPC# 34-020-003, -017, -018, -255, -256, -257, -258, -265, -266, -267, -268, -269).

SP #11 CESC Plaza Limited Partnership for a Site Plan Amendment in the C-O and RA4.8 zoning districts under ACZO §7.1, §7.2, §7.13, & §15.5.  Property is approximately 785,572 sq. ft.; located at 2001 and 2221 S. Clark Street, 220 20th Street South, 2100 and 2200 Crystal Drive, 223 23rd Street South, and  2101 and 2111 Richmond Highway (RPC#s 34-020-003, -017, -018, -255, -256, -257, -258, -265, -266, -267, -268, -269).  Modifications of zoning ordinance requirements include: reduced parking, and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “High” Office-Apartment-Hotel; and Note 1: Crystal City Coordinated Redevelopment District.

SP #454 CESC Plaza Limited Partnership for a phased development site plan amendment in the C-O, C-O-1.5, C-O Crystal City, and M-2 zoning districts under ACZO §7.1, §7.11, §7.13, §7.16, §8.1, §8.4, & §15.5.  PDSP area is approximately 562,809 sq. ft.; located at 2001 South Clark Street (RPC# 34-020-266 part, -267, -268 part, -269 part), 101 12th Street South (RPC # 34-024-007, -008, -009, -017, -023, -270), 1900 Crystal Drive (RPC # 34-026-037 part), and 223 23rd Street South (RPC # 34-020-003, -017, -018, -265). Modifications of zoning ordinance requirements include: other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP: “High” Office-Apartment-Hotel, “Low” Office-Apartment-Hotel, Note 1: Crystal City Coordinated Redevelopment District, Note 20: North Tract Special Planning District; and Crystal City Sector Plan.

SP #458 CESC Plaza Limited Partnership for a final site plan to construct up to approximately 6.93 FAR total density, including approx. 701,101 sq. ft. of residential and approx. 22,250 sq. ft. of commercial gross floor area, in the C-O Crystal City zoning district under ACZO §7.1, §7.16, & §15.5.  Property is approximately 104,404 sq. ft.; located at 2001 S. Clark Street (RPC#s 34-020-266 part, -267, -268 part, -269 part). Modifications of zoning ordinance requirements include: additional density, reduced parking ratios, increased compact parking ratio, bulk plane angle modification, tower separation modification, density exclusions, and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “High” Office-Apartment-Hotel and Note 1: Crystal City Coordinated Redevelopment District; Crystal City Sector Plan; Arlington County Retail Plan.

SP #461 Tomas Equities LLC for a final site plan to construct two (2) semi-detached units in the R-5 zoning district under ACZO § 5.7, 12.3, 14.3, and 15.5. Property is approximately 8,355 sq. ft.; located at 1201 N. Vernon Street (RPC#14-010-001). The proposed density is 0.78 FAR and 10.43 UNITS/ACRE. Modifications of zoning ordinance requirements include: lot size and density, setbacks, reduced parking ratio, and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “Low Residential” density of 1-10 UNITS/ACRE.

SP #122 Northeastern University to convert approximately 8,500 sf of office use to college/university use on the 14th floor of 1300 17th Street N. office building in the C-O zoning district under ACZO §7.1, §7.13 and §15.5. Property is approximately 33,281 sq. ft.; located at 1300 17th Street N. (RPC# 17-003-031, 17-003-032). Applicable Policies: GLUP High Office-Apartment-Hotel; Rosslyn Coordinated Redevelopment District.

SP #213 Dittmar Company for a temporary conversion of up to 25 units from residential use to flexible residential/hotel use to permit short term stays of less than 30 days at Randolph Towers for up to five (5) years in the C-O-A zoning district under ACZO §7.1, §7.14 & §15.5. Property is approximately 100,045 sq. ft.; located at 4001 Ninth St. N. (RPC# 14-045-008).  Modifications of zoning ordinance requirements include: Other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP Coordinated Mixed-Use Development.

SP #242 Dittmar Company for a temporary conversion of up to 25 units from residential use to flexible residential/hotel use to permit short term stays of less than 30 days at Courtland Towers for up to five (5) years in the RA-H-3.2 zoning district under ACZO §7.1, §7.5 & §15.5.  Property is approximately 150,162 sq. ft.; located at 1200 N. Veitch St. (RPC# 18-003-111). Modifications of zoning ordinance requirements include: Other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “High” Residential.

SP #416 Dittmar Company for a temporary conversion of up to 25 units from residential use to flexible residential/hotel use to permit short term stays of less than 30 days at Virginia Square Towers for up to five (5) years in the MU-VS zoning district under ACZO §7.1, §7.8 & §15.5.  Property is approximately 107,428 sq. ft.; located at 3444 Fairfax Drive (RPC# 14-035-028, -029).  Modifications of zoning ordinance requirements include: Other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP Medium Density Mixed-Use.

FOR ONE YEAR:

SP125-U-18-1 1000-1100 Wilson Owner, LLC for an outdoor cafe in the C-O zoning district under ACZO §7.1, §7.13, §15.4.  Property is approximately 60,000 sq. ft.; located at 1100 Wilson Blvd. (RPC# 17-001-010).  Applicable Policies: GLUP High Office-Apartment-Hotel.

U-2221-79-1 Arlington Unitarian Cooperative Preschool to extend the hours of operation for the existing preschool in the R-6 zoning district under ACZO §5.1, §5.6, §15.4.  Property is approximately 56,455 sq. ft.; located at 4444 Arlington Blvd. (RPC# 23-003-004).  Applicable Policies: GLUP “Low” Residential (1-10 units/acre). 

FOR THREE YEARS:

SP #39 JBG/Rosslyn Gateway South, LLC for an outdoor café with a greater number of seats than the indoor portion of the restaurant, and any other amendments to the site plan necessary to facilitate the application in the C-O-Rosslyn zoning district under ACZO §7.15, §15.5.  Property is approximately 34,183 sq. ft.; located at 1901 N. Fort Myer Dr. (RPC #16-020-001, -006).  Applicable Policies: GLUP “High” Office-Apartment-Hotel; Rosslyn Coordinated Development District; Rosslyn Sector Plan.

FOR FIVE YEARS:

U-3336-12-1 Summers Restaurant for live entertainment in the C-3 zoning district under ACZO §7.1, §7.19, §15.4. Property is approximately 4521 sq. ft.; located at 1520 N. Courthouse Rd. (RPC# 18-001-008). Applicable Policies: GLUP “High” Office-Apartment-Hotel; Courthouse Sector Plan Addendum; Courthouse Sector Plan Addendum: Courthouse Square (2015).

FOR TEN YEARS:

SP # 240 Arlington County Commuter Services for a kiosk in the C-O-A zoning district under ACZO §12.5.12; located at 4230 Fairfax Drive (RPC# 14-049-026). Applicable Policies: GLUP “Coordinated Mixed-Use Development District” & GLUP Note #6, and the Ballston Sector Plan.
