NOTICE IS HEREBY GIVEN THAT THE PLANNING COMMISSION OF ARLINGTON CO., VA, on May 2, 2022 in a virtual meeting at 7:00 P.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing. The public may attend the virtual meeting via live stream at www.arlingtonva.us, YouTube and local cable stations on Comcast 25 & 1085 and Verizon FiOS 39 & 40. Members of the public may participate virtually and in person. The term Site Plan in this notice refers to a Special Exception Site Plan as defined in the Arlington County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances.  The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

U-4368-16-1 Arlington Public Schools for a below-grade parking structure with a lighted rooftop synthetic turf recreation field in the S-3A zoning district under ACZO §4.1, 4.2, 9.5, 12.2, 12.4, 14.3, & 15.4. Property is approximately 114,000 sq. ft.; located at 1601 Wilson Blvd. (RPC# 16-032-001). Modifications of zoning ordinance requirements include: parking and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP Public and GLUP Note 2: Western Rosslyn Coordinated Redevelopment District.

SITE PLAN AMENDMENTS:

SP# 1 Ames Center, L.C. (Snell Properties) to revise garage level floorplans and reduce required parking, and other modifications as necessary to achieve the proposed development plan, in the C-O Rosslyn zoning district under ACZO §7.1, §7.15, and §15.5.  Property is approximately 78,671 square feet; located at 1820 and 1830 Fort Myer Drive (RPC# 16-036-002, -004, and -006).  Applicable Policies: GLUP “High” Office-Apartment-Hotel and Note 15: Rosslyn Coordinated Redevelopment District; Rosslyn Sector Plan.

SP # 65 N2M Kids, LLC d/b/a Primrose Schools to allow the conversion of approximately 16,526 square feet of retail gross floor area to an institutional use in the C-O zoning district under ACZO §7.1, §7.13, §12.2.4.C & §15.5. Property is approximately 274,078 sq. ft. (the facility is approximately 16,526 sq. ft.); located at 2461 South Clark Street. (RPC #34-020-035). Applicable Polices: GLUP Office-Apartment- Hotel “High, GLUP Note 1 “Crystal City Coordinated Redevelopment District” Crystal City Sector Plan.

SP# 105; SP-4 Horizon Pentagon, LLC and Towers Pentagon, LLC for a site plan amendment to allow for an increase in building height and increase in unit count for the Park at Pentagon Row development, in the C-O-2.5 zoning district under ACZO §7.12 & §15.5. Property is approximately 95,187 sq. ft. (2.19 acres); located at 801 15th Street S. (RPC# 35-005-022). Modifications of zoning ordinance requirements include: additional density, additional building height, and other modifications as necessary to achieve the proposed development plan. PDSP #105 Horizon Pentagon, LLC and Towers Pentagon, LLC for a Phased Development Site Plan Amendment to amend the Pentagon City Phased Development Site Plan under ACZO Section 15, to allow for an increase in building height and increase in unit count for the Park at Pentagon Row development, in the C-O-2.5 zoning district under ACZO §7.12 & §15.5. Property is approximately 95,187 sq. Ft. (2.19 acres); located at 801 15th Street S. (RPC# 35-005-022). PDSP #346 LAVA 3400 LLC c/o Erkiletian Development Company, LLC and Property Reserve, Inc. for a Phased Development Site Plan Amendment to modify conditions to allow retail equivalent uses at Potomac Yard Land Bay D- East and Potomac Yard Land Bay D- West, in the C-O-1.5 zoning district under ACZO §7.1, §7.11, & §15.5. PDSP area is approximately 49.72 acres; located on certain parcels of land known as Potomac Yard (RPC# 34-027-062 and 34-027-572). Applicable Policies: GLUP Note 18: Potomac Yard Phased-Development Site Plan, and “Medium” Residential 1/3 and “Low” Office-Apartment-Hotel 2/3.

SP #346 LAVA 3400 LLC c/o Erkiletian Development Company, LLC for a Site Plan Amendment to modify conditions to allow retail equivalent uses at Potomac Yard Land Bay D-East, in the C-O-1.5 zoning district under ACZO §7.1, §7.11, & §15.5. Land Bay D-East is approximately 72,649 sq. ft.; located at 3400 Potomac Yard on certain parcel of land known as Land Bay D- East (RPC # 34-027-062). SP #346 Property Reserve, Inc. for a Site Plan Amendment to modify conditions to allow retail equivalent uses at Potomac Yard Land Bay D-West, in the C-O-1.5 zoning district under ACZO §7.1, §7.11, & §15.5. Land Bay D- West is approximately 58,411 sq. ft.; located at 3400 South Clark Street on certain parcels of land known as Land Bay D-West (RPC# 34-027-572). Applicable Policies: GLUP Note 18: Potomac Yard Phased-Development Site Plan, and “Medium” Residential 1/3 and “Low” Office-Apartment-Hotel 2/3.

SP# 358 Quincy Plaza L.C. for a Site Plan Amendment to modify conditions to update references to the 2015 Retail Plan and allow a childcare center use on the ground floor in the RA-H-3.2 zoning district under ACZO §7.1, §7.5, §12.4, & §15.4. Property is approximately 77,000 sq. ft.; located at 907 N Quincy Street (RPC# 14-043-031). Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Residential, Virginia Square Sector Plan.

SP# 441 Bush Cos. to modify site plan conditions pertaining to LEED in the C-O/RA4.8 zoning district under ACZO 15.5.  Property is approximately 18,000 sq. ft.; located at 2000 Clarendon Blvd., (RPC#17-012-PCB).  Applicable Policies: GLUP: “High” Office Apartment Hotel /“High Medium” Residential.

SP# 445 1555 Wilson Property Owner, LLC for Site Plan Amendment to convert a portion of ground floor retail space to allow medical office use and retail equivalent in the C-O zoning district under ACZO §7.1, §7.13, §15.5. Property is approximately 35,794 sq. ft.; located at 1771 North Pierce Street (RPC# 16-033-025).  Applicable Policies: West Rosslyn Plan; Arlington County Retail Plan; GLUP “High” Office Apartment Hotel.

SPECIAL EXCEPTION USE PERMITS:

SP65-U-22-1 N2M Kids, LLC d/b/a Primrose Schools for a childcare center for up to 216 children in the C-O zoning district under ACZO §7.1, §7.13, §12.2.4.C & §15.4.
