The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances.  The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

ZOA-2021-03, FBC-25 and N-FBC-12 An ordinance to amend, reenact, and recodify the Arlington County Zoning Ordinance (ACZO) Articles 7, 8, 11, 12, and 18, Sections 3, 4, and 6 of Appendix A, and Part 9 of Appendix B to permit the establishment of animal boarding, shared commercial kitchens, , and certain agricultural uses by-right within the Columbia Pike Form Based Codes on the ground story, to permit the establishment of artisan beverage manufacturing and artisan workshop manufacturing uses either by-right or by County Board use permit approval within the Columbia Pike Form Based Codes on the ground story, to enable the establishment of museums, art galleries and studies, audio-visual production studios, and offices within the Columbia Pike Form Based Codes as by-right uses and remove the requirement for County Board use permit approval, to enable the establishment of uses permitted as ground story uses in the Columbia Pike Form Based Codes on certain lots zoned C-1, C-2, C-3, C-O, C-O-1.0, and C-O-2.5 within the Columbia Pike Special Revitalization District and the Columbia Pike Neighborhoods Special Revitalization District as designated on the General Land Use Plan that have not yet developed in accordance with the Columbia Pike Form Based Codes, to permit daycare uses and medical/dental office uses to utilize operable shading devices for privacy purposes along the Form Based Codes’ required minimum window surface area, to incorporate new definitions for animal boarding, animal shelter, and shared commercial kitchen establishments and to revise the existing definition for animal care facility, to incorporate references to the aforementioned new uses into the ACZO’s use categories, commercial/mixed use principal use table, and industrial principal use table, to make other editorial changes to improve clarity, and for other reasons required by public necessity, convenience, general welfare, and good zoning practice. If adopted by the County Board, this ordinance would go into effect 60 days after the Board’s approval.

Adoption of an update of the Public Art Master Plan, a sub-element of Arlington County's Comprehensive Plan. The update provides refreshed goals and priorities for public art in Arlington, recognizing that both the County and the practice of public art have evolved since the Public Art Master Plan (PAMP) was first adopted in 2004. The updated PAMP provides new emphasis on equity, audience development and engagement, biophilia, creative placemaking, social practice and artist residencies. The plan also includes two new priority areas, Langston Boulevard and the Potomac River, and two new themes of innovation and sustainability.  Action and administrative items have been separated out into a forthcoming Implementation Guide.  The plan also focuses on affordable housing and includes a new goal of encouraging flexibility in the provision of public art benefits for affordable housing projects with a focus on direct access to public art for residents.  The updated draft of the PAMP can be found online at: https://publicart.arlingtonva.us or text available by contacting the County Board Clerk’s Office 8 A.M. to 4:30 P.M. weekdays by phone at 703-228-3130 or email at countyboard@arlingtonva.us.

Property is approximately 6627 sq. ft.; located at 512 N. Wakefield St. (RPC# 13-022-016). Applicable policies: GLUP “Low” Residential (1-10 units/acre).

FOR THREE YEARS:

SP229-U-16-1 Learning Care Group Inc. to increase capacity for a childcare center for up to 142 children under ACZO §7.1, §7.11, §7.13 and §15.4. Property is approximately 379,760 sq. ft. (the facility is approximately 12,213 sq. ft.; located at 201 12th Street S., 330 10th Street S. and 300 10th Street S. (RPC# 34-024-007; -008; -009; -017, -270). SP404-U-17-1 Verre Wine Bar for an outdoor café in the C-O-2.5 zoning district under ACZO § 7.1, §7.12, §15.4, §15.5.  Lot is approximately 19,075 sq. ft.; located at 2415 Wilson Blvd. (RPC# 15-060-011).  Applicable Policies: GLUP “Medium” Office-Apartment-Hotel.

U-3462-16-1 Full Circle Montessori School for a child care center for up to 150 children located in the RA6-15 zoning district under ACZO §6.1, §6.5, §15.4. Property is approximately 33,227 sq. ft.; located at 870 S Greenbrier St. (RPC# 22-011-272). Applicable Policies: GLUP Residential Low-Medium. Columbia Pike Special Revitalization District.

U-3501-17-4 Columbia Pike Revitalization Organization for an open-air market in the S-3A zoning district under ACZO §4.1, §4.2, §12.5.17, §15.4.
