NOTICE IS HEREBY GIVEN THAT THE PLANNING COMMISSION OF ARLINGTON CO., VA, on October 9, 2018, in Room 307, 2100 Clarendon Blvd. at 7:00 P.M. or as soon thereafter as matters may be heard, will hold Public Hearings on the following cases; and

NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON CO., VA, on October 20, 2018, in Room 307, 2100 Clarendon Blvd. at 9:00 A.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing:

NOTE: Copies of proposed plans, ordinances, amendments and applications, and related planning case materials may be examined in the Zoning Office, Suite 1000; or text of proposed County Code amendments in County Board Clerk’s Office, Suite 300; 2100 Clarendon Blvd., Arlington, VA, 8 A.M. to 4:30 P.M. weekdays. The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances. The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

ZONING ORDINANCE AMENDMENTS:

ZOA-2018-01  Proposed amendments to ACZO §16, Nonconformities, specifically § 16.1, Nonconforming Lots and § 16.2, Nonconforming Buildings and Structures to clarify provisions for nonconforming lots, expand the number of zoning districts in which nonconforming dwellings may make interior and exterior alterations and expansions, and other amendments, for clarity.

ZOA-2018-02 Amendments to the ACZO §4.1.2, §12.4.8, to add a “U” in the S-3A and P-S columns in the public districts use table (§4.1.2) for community swimming pools and to modify the use standards for swimming pools, community, semi-public and commercial (§12.4.8) in the following manner: exempting fences associated with community, semi-public, and commercial swimming pools from the standards specified in §3.2.6.A.3.e, removing the reference to the Arlington County Swimming Pool Codes, clarifying that the parking area location requirements currently specified in §12.4.8.C. are applicable only to community swimming pools, removing the prohibition on advertising signs in §12.4.8.D, allowing County Board to modify regulations for fencing, coverage, and placement, including the location requirements specified in §12.4.8.C., subject to use permit approval standards set forth in proposed §12.4.8.E, when the County Board finds that the modification will balance the effects of the community swimming pool’s on-site features with the general welfare of the public and the interests of the immediately surrounding neighborhoods in accordance with §15.4.3, subject to conditions such as limiting the impacts of the community swimming pool’s structures, buildings, gathering spaces, and open spaces on surrounding residential neighborhoods through a combination of buffering alternatives and limiting the operating hours of the community swimming pool to reduce impacts on surrounding residential neighborhoods, and updating the reference to private swimming pool use standards located in §12.9.17.

THE FOLLOWING CASES TO BE HEARD BY COUNTY BOARD ONLY:

Exchange Agreement between the County Board of Arlington County, Virginia and the Arlington County School Board, for the exchange and conveyance of portions of the properties located at 3500 23rd St. S. and 2310 S. Kenmore St., Arlington, Virginia (RPC#s 31-026-011, 31-021-002 and 31-020-006), pursuant to a Deed of Resubdivision, Vacation, Rededication, Dedications and Conveyances.

Deed of Lease between the County Board of Arlington County, Virginia as landlord and the Industrial Development Authority of Arlington County, Virginia as tenant for approximately 3,274 square feet of space located at 2020 14th St. N., Suite 150, Arlington, Virginia (RPC Nos. 17-016-012 and 17-016-013).

Ordinance of Vacation to vacate a 10-foot-wide Storm Sewer Easement running diagonally from the northern property line to the eastern property line of the property known as Lot 12-A, Spring Manor, located at 2419 N. Kenmore St., Arlington, Virginia, RPC #04-026-068, with conditions.

Enactment of an Ordinance to change the speed limit of Crystal Drive from 12th St S to Jefferson Davis Hwy (U.S. Route 1) in Crystal City, Arlington, Virginia, from 30 miles per hour (MPH) to 25 MPH in the Arlington County Code.

Enactment of an Ordinance to correct certain fees on a permit and plan review fee schedule adopted by the County Board of Arlington County, Virginia on April 21, 2018, related to charges for reviewing plans and performing field inspections required by Chapter 57 (Erosion and Sediment Control) Section 57-8, and Chapter 61 (Chesapeake Bay Preservation Ordinance) Section 61-4, of the Code of Arlington County, Virginia, effective November 1, 2018.

SITE PLAN AMENDMENTS:

SP #90 CESC Square LLC to construct approximately 84,000 sq. ft. of additional office and retail/commercial uses on the east side of the block in the C-O zoning district under ACZO §15.5, §7.13. Property is approximately 15 acres, located at 1550 Crystal Dr. and 251 18th Street S. (RPC#: 34-020-248 through -251, -253, -254; 34-026-033). The proposed density is approximately 3.4 FAR. Modifications of Zoning Ordinance requirements include: parking number, parking space and drive aisle dimensions, compact parking space percentage, exclusions from gross floor area for underground arcades and below-grade storage, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan; Crystal City Coordinated Redevelopment District (CCCRD).

SP# 90 CESC Square LLC to permit construction of an approximately 16,300 sq. ft. two-story building with retail uses at the corner of 18th St. S. and Crystal Drive, and to amend an existing approved site plan amendment to renovate an existing office building in the C-O zoning district under ACZO §15.5.3., located at 1750 Crystal Dr.(RPC# 34-020-249, -250). The proposed density is approximately 3.5 FAR. Modifications of Zoning Ordinance requirements include: parking number, parking space and drive aisle dimensions, compact parking space percentage, exclusions from gross floor area for underground arcades and below-grade storage, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan; Crystal City Coordinated Redevelopment District (CCCRD).

Z-2607-18-1 CESC Square LLC to rezone an approximately 1,421 sq. ft. parcel from M-2 Service Industrial District to C-O Mixed-Use District (property located on the North side of the 200 Block of 18th Street S. (part of RPC# 34-020-251). Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan; Crystal City Coordinated Redevelopment District.

CCBP-G-1 Block Plan providing supplemental long-range planning guidance and an integrated planning approach for Block G, as identified in the Crystal City Sector Plan, defined by 15th Street S. to the north, 18th Street S. to the south, Crystal Dr. to the east, and Route 1 to the west. This block plan supports and further refines the Crystal City Sector Plan recommendations for this block. The Block Plan illustrates and reaffirms desired qualities relating to block structure and neighborhood form, land uses, accessibility and circulation, public open spaces, sustainable development, and other plan elements. It provides two conceptual build-out scenarios (one with the option to include a two-story building at the corner of 18th Street S. and Crystal Dr.), related to an amendment to Site Plan #90 and a new Site Plan #448 (as proposed), that each reflect a variety of Sector Plan recommendations. Some of the Sector Plan’s major recommendations to be advanced through the Block Plan include additional residential development east of Route 1, more complete and attractive pedestrian facilities traversing the block and a potential public open space (RPC # 34-020-248 through -251, -253, -254; 24-026-033).

SP# 90 CESC Square LLC to amend the existing site plan to withdraw approximately 75,858 sq. ft. of site area from the existing site plan, 1750 Crystal Dr. (a portion of RPC# 34-020-249) in order to permit construction under a new site plan application, under ACZO §15.5. The total area of SP #90 is approximately 15 acres, located between 15th Street S., Crystal Dr., US Route 1, and 18th Street S. (RPC#: 34-020-248 through -251, -253, -254; 34-026-033). Modifications include density, parking ratio, drive aisle width, parking space size, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan; Crystal City Coordinated Redevelopment District.

Z-2601-17-1 CESC Square LLC to rezone from C-O Mixed-Use District to C-O-Crystal City Mixed Use Crystal City District, for property located at 1750 Crystal Dr. (a 75,858 square-foot portion of RPC# 34-020-249). Property is approximately 2 acres. Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan; Crystal City Coordinated Redevelopment District.

SP# 448 CESC Square LLC for a new site plan under ACZO § 15.5 to construct a multi-family building with retail uses of up to 375,000 sq. ft. of GFA on property located at 1750 Crystal Dr. (a portion of RPC# 34-020-249). Property is approximately 1.74 acres. Proposed density is approximately 4.56 FAR. Proposed modifications include parking ratio, drive aisle width, parking space size, parking on adjacent property, bulk -plane angle, use mix, bonus density for LEED Silver, exclusions from density and other modifications as necessary to achieve the proposed development plan. SP# 297 PL Pentagon LLC c/o KIMCO Realty Corp. to reduce the residential parking ratio and amend conditions as necessary in the C-O-2.5 zoning district under ACZO §7.12, §15.5. Property is approximately 731,873 sq. ft.; located at 1201 S. Hayes St. and 1200 S. Fern St. (RPC# 35-004-001). Applicable Policies: GLUP “Medium” Office-Apartment-Hotel.

SP #401 North Glebe Office, LLC to modify Conditions #39, #40, and #51 to extend loading dock hours and remove restrictions for on-street loading in the C-O-2.5 zoning district under ACZO §15.5. Property is approximately 210,167 sq. ft.; located at 800, 801 & 900 N. Glebe Rd. (RPC# 14-053-058, -061, -062). The proposed density is 3.067 FAR office, 3.067 FAR retail, 143 du/ac multifamily, and 43 du/ac townhouse.
