SUBJECT: Vacation of a portion of the right-of-way for Old South Eads St, running north to south along the northern portion of the western boundary of Land Unit “B,” 400 11th St. S Condominium, RPC# 35-001-028, with conditions.

Z-2612-19-1 Rezoning from RA-H-3.2 Multiple-Family Dwelling & Hotel District to C-O Crystal City Mixed-Use Crystal City District, located at 400 11th St S, approximately 40,101 sq. Ft.; identified as (RPC #35-001-027 & 35-001-028).

SP#244 Eleventh Street Development, LLC to construct a 306-unit multi-family residential building, with approximately 10,745 sq. Ft. of retail, in the C-O Crystal City zoning district under ACZO §7.1.2.H, §7.16, §15.5. Property is approximately 40,101 sq. Ft.; located at 400 11th St S (RPC #35-001-027, -028). The proposed density is 6.77 FAR. Modifications of zoning ordinance requirements include additional density, parking ratio, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Office-Apartment-Hotel; GLUP Note #1 Crystal City Coordinated Redevelopment District; Crystal City Sector Plan.

CCBP-G-1 This Block Plan provides supplemental long-range planning guidance and an integrated planning approach for Block G, as identified in the Crystal City Sector Plan, defined by 15th St S. to the north, 18th St S. to the south, Crystal Dr. to the east, and Route 1 to the west. This block plan supports and further refines the Crystal City Sector Plan recommendations for this block. The Block Plan illustrates and reaffirms desired qualities relating to block structure and neighborhood form, land uses, accessibility and circulation, public open spaces, sustainable development, and other plan elements. It provides two conceptual build-out scenarios (one with the option to include a two-story building at the corner of 18th St S. & Crystal Dr.), related to an amendment to Site Plan #90 and a new Site Plan #448 (as proposed) that each reflect a variety of Sector Plan recommendations. Some of the Sector Plan’s major recommendations to be advanced through the Block Plan include additional residential development east of Route 1, more complete and attractive pedestrian facilities traversing the block and a potential public open space (RPC # 34-020-248 through -251, -253, -254; 24-026-033).

SP# 90 CESC Square LLC to amend the existing site plan to withdraw approximately 75,858 sq. Ft. of site area from the existing site plan, 1750 Crystal Dr. (a portion of RPC# 34-020-249) to permit construction under a new site plan application, under ACZO §15.5. The total area of SP #90 is approximately 15 acres, located between 15th St S., Crystal Dr., US Route 1, and 18th St S. (RPC#: 34-020-248 through -251, -253, -254; 34-026-033). Modifications include density, parking ratio, drive aisle width, parking space size, and other modifications as necessary to achieve the proposed development plan. Z-2601-17-1 CESC Square LLC to rezone from C-O Mixed-Use District to C-O-Crystal City Mixed-Use Crystal City District, for property located at 1750 Crystal Dr. (a 75,858 sq. ft. portion of RPC# 34-020-249). Property is approximately 2 acres. Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan; Crystal City Coordinated Redevelopment District.

SP# 448 CESC Square LLC for a new site plan under ACZO § 15.5 to construct a multi-family building with retail uses of up to 375,000 sq. Ft. of GFA on property located at 1750 Crystal Dr. (a portion of RPC# 34-020-249). Property is approximately 1.74 acres. Proposed density is approximately 4.56 FAR. Proposed modifications include parking ratio, drive aisle width, parking space size, parking on adjacent property, bulk -plane angle, use mix, bonus density for LEED Silver, exclusions from density and other modifications as necessary to achieve the proposed development plan. October 1, 2019 Joint Work Session with Arlington County Board and Alexandria City Council

JOINT WORK SESSION WITH THE COUNTY BOARD AND ALEXANDRIA CITY COUNCIL – INCLUSIVE GROWTH



NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON, VIRGINIA will meet on Tuesday, October 1, 2019 at the Gunston Community Center at 2700 S. Lang St. Arlington, Virginia 22206 at 7:30pm or as soon thereafter for the purpose of holding a joint work session with the Alexandria City Council to consider ways to collaborate on managing the growth expected from Amazon’s HQ2, Virginia Tech’s Innovation Campus and George Mason’s School of Computing.  Among issues the two elected bodies will consider are whether to consider a joint entity focused on creating and preserving affordable housing, moving transit plans forward and ensuring the availability of workforce training.

The meeting is open to the public, but no public comment will be taken.
