PUBLIC NOTICE

NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON CO., VA, on October 16, 2021 at 2100 Clarendon Boulevard, Suite 307, Arlington Virginia 22201 in a meeting at 9:00 A.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing.

Speakers sign up will also be available in-person on the day of the meeting.  The meeting will be available via live stream at www.arlingtonva.us and local cable stations on Comcast 25 & 1085 and Verizon FiOS 39 & 40. 

NOTE: Copies of proposed plans, ordinances, amendments and applications, and related planning case materials may be examined in the Zoning Office, Suite 1000; or text of proposed County Code amendments in County Board Office, Suite 300; 2100 Clarendon Blvd., Arlington, VA, 8 A.M. to 4:30 P.M. weekdays. The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances.  The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASES TO BE HEARD BY COUNTY BOARD ONLY:

Subject: Ordinance of Encroachment to permit a flagpole in an existing sidewalk and utilities easement located generally at the northeast corner of future N. Kansas Street and North Washington Street on Unit West Nine One Terwilliger Place Land Condominium, 3445 Washington Boulevard, RPC #15-086-029, with conditions.

Subject: Acceptance and Approval of a Deed of Easement for Public Sidewalk, Utilities, Traffic Signal Equipment and Drainage from Penrose Square Associates, LLC, located on Parcel A, Penrose Square, 2501 9th Road South, RPC No. 25-016-012.

Subject: Ordinance to Permit the Encroachment of a Portion of an Existing Building into a County-owned Parcel, being Part of the Former Property of Solomon and Ida Jackson, on the western side of such parcel, known as Fillmore Park, located at 33 N. Fillmore St., Arlington, Virginia (RPC# 18-074-060), with conditions.

Subject: Ordinance to Vacate:  i)  a 10’ Right-of-Way along the southern boundary line of Part Lot 4, Division of the Land of Bushrod W. Hunter; and ii) a 12’ Right-of-Way along the southern boundary line of Lots 1, 2 and 3, Cornelius West Estate Plan; both being located on property known owned by the County School Board of Arlington County, Virginia, known as Long Branch Elementary School, 33 N. Fillmore St., Arlington, Virginia (RPC# 18-074-022), with conditions.   

Subject: Consider proposed amendments to the County’s Continuity of Government Ordinance related to temporary outdoor seating areas, and expansion of existing outdoor seating areas, at existing food establishments, and the operation thereof.

Subject:  Ordinance to amend, reenact, and recodify Chapter 20 (Real Estate Assessment), Section 20-11 (Partial Assessments of New Buildings) of the Code of Arlington County, Virginia, to make minor changes conforming to the Code of Virginia.

SITE PLAN AMENDMENTS:

SP #167 CESC Water Park LLC for a site plan amendment to remove additional existing trees from the park redesign in the C-O-1.5 zoning district under ACZO §7.1, §7.11, and §15.5. Property is approximately 71,449 sq. ft.; located at 1601 & 1505 Crystal Drive (RPC# 34-020-236, -237). Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “Low” Office-Apartment-Hotel and Note 1 – Crystal City Coordinated Redevelopment District, Arlington County Retail Plan.

SP #442 Century Venture LLC to amend the Century Center Residential site plan to revise building architecture, conversion of ground floor commercial GFA to residential use, site design, and streetscape improvements, among other revisions, in the C-O Crystal City zoning district under ACZO §7.16 and §15.5.  Property is approximately 87,120 sq. ft.; located at 2351 Richmond Highway (RPC# 34-020-032).  Modifications of zoning ordinance requirements include: density exclusions and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “High” Office-Apartment-Hotel; Crystal City Sector Plan; Crystal City Coordinated Redevelopment District.

SP #438 PR III Maple Clarendon West, LLC to amend the on-site construction hours to align with the current standard site plan condition in the C-3 zoning district under ACZO §7.1, §7.19, §15.5.  Property is approximately 149,957 sq. ft.; located at 3251 and 3275 Washington Blvd. and 1227 N. Ivy St. (RPC# 15-078-024; -006; -026; and those portions of County streets and street/utility easements vacated pursuant to Instrument Number 20190100007836). The approved density is 3.87 FAR.  Modifications of zoning ordinance requirements include: other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP Medium Density Mixed Use, Clarendon Revitalization District (GLUP Note 12).

SP #457 GGP II LLC for a modification to the retail parking ratio in order to correct the approved retail parking ratio in the C-O zoning district under ACZO §7.1, §7.13, §15.5.  Property is approximately 41,571 sq. ft.; located at 2042 16th Street N., 1520 N. Courthouse Road, 2041, 2045 & 2049 15th St N., and 2046 and 2050 Wilson Blvd. (RPC# 18-001-001, -002, -003, -004, -005, -007, -008).  The approved density is 9.84 FAR.  Modifications of zoning ordinance requirements include: modification to reduce the retail parking ratio to 1 space per 386 square feet of gross floor area and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP: “High” Office-Apartment-Hotel, Courthouse Square Special District (GLUP Note #26).

SPECIAL EXCEPTION USE PERMITS:

SP90-U-21-1 CESC Square LLC for an outdoor café in a public easement in the C-O zoning district under ACZO §7.1, §7.13, §12.9.15, & §15.4. Property is approximately 254,000 sq. ft.; located at 1550 Crystal Drive (RPC# 34-020-273). Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP – “High” Office-Apartment-Hotel, Crystal City Coordinated Redevelopment District.

SP94-U-21-1 Episcope Rosslyn 1, LLC for an outdoor café in the C-O Rosslyn zoning district under ACZO §7.1, §7.15, §12.9.15, & §15.4. Property is approximately 90,000 sq. ft.; located at 1700 N. Moore Street (RPC# 16-037-010 and 16-038-004). Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP – “High” Office-Apartment-Hotel, Rosslyn Coordinated Redevelopment District.

U-3599-21-1 1460 Richmond Highway LLC for a temporary contractors’ construction and storage area in the RA-H-3.2 zoning district under ACZO §7.1, §7.5, §12.10, and §15.4. Property is approximately 61,473 sq. ft.; located at 1460 Richmond Highway (RPC# 35-001-002, -003).  Applicable Policies: GLUP – “High” Office-Apartment-Hotel, Crystal City Sector Plan

U-3601-21-1 Prestige Foods, Inc. for a food delivery service (Papa Deeno’s Pizza) in the C-1 zoning district under ACZO §7.1, §7.7, §15.4. Property is approximately 33,898 sq. ft.; located at 4109 Columbia Pike (RPC# 23-033-075); Applicable Policies: GLUP Service Commercial and within Columbia Pike Special Revitalization District.

U-3420-15-1 YMCA for a childcare center in the R-6 zoning district under ACZO §5.1.2. H., § 12.2.4.C. Property is approximately 141,395 sq. Ft.; located at 1125 Patrick Henry Dr., (RPC# 09-067-001). Applicable Policies: GLUP Low Residential (1-10 units/acre).

U-3543-19-1 ASPIRE for a childcare use for up to 120 children in the S-3A zoning district under ACZO §4.1, §4.2, §15.4.  Property is approximately 34,737 sq. ft.; located at 909 S. Dinwiddie St. (RPC# 22-001-725).  Applicable Policies: GLUP Public

U-3558-19-1 Renu Kumar for a family day care home for up to twelve (12) children in the R-6 zoning district under ACZO §5.1, §5.6, §12.9.9, §15.4. Property is approximately 1,688 sq. ft.; located at 1523 N. Randolph St. (RPC# 06-014-108). Applicable Policies: GLUP “Low” Residential (1-10 units/acre).

U-3563-19-1 Prologue Theatre for instruction to minors in the C-1 zoning district under ACZO §7.1, §7.7, §15.4. Property is approximately 19,752 sq. ft.; located at 6408 Williamsburg Blvd. (RPC# 01-020-007). Applicable Policies: GLUP Service Commercial.

U- 3581-20-1 Clarendon Square Associates for a kiosk to provide walk-up service in the outdoor café in the C-3 zoning district under ACZO §7.1, §7.19 & §15.4. Property is approximately 62,984 sq. ft.; located at 3033 Wilson Blvd. (RPC# 15-067-002).  Applicable Policies: GLUP: “Medium Density” Mixed-Use and Clarendon Revitalization District, Clarendon Sector Plan.

U- 3582-19-1 Clarendon Square Associates for an outdoor café on private property with greater seats than the indoor portion of the restaurant in the C-3 zoning district under ACZO §7.1, §7.19 & §15.4.  Property is approximately 62,984 sq. ft.; located at 3033 Wilson Blvd. (RPC# 15-067-002).  Applicable Policies: GLUP: “Medium Density” Mixed-Use and Clarendon Revitalization District, Clarendon Sector Plan.

U- 3588-20-1 Caspi Restaurant and Lounge for live entertainment in the C-2 zoning district under ACZO §7.1.2, §7.17 & §15.4. Property is approximately 18,005 sq. ft.; located at 2901 Columbia Pike (RPC# 25-013-002). Applicable Policies: GLUP “Service Commercial” and Columbia Pike Special Revitalization District.

FOR THREE YEARS:

SP57-U-17-1 Snell Construction Corporation for a private school (The Sycamore School) up to 210 students in the C-O-2.5 zoning district under ACZO §7.1, §7.12, §12.2.4.I, §15.4, §15.5.  Property is approximately 82,367 sq. ft.; located at 4600 Fairfax Dr. (RPC# 14-053-055).  Applicable Policies: GLUP “Medium” Office-Apartment-Hotel.

U-3496-17-2 Azteca Grill, Inc. for live entertainment in the C-2 zoning district under ACZO §7.1, §7.17, §15.4.

Property is approximately 37,619 sq. ft.; located at 3005 Columbia Pike (RPC# 25-014-001). Applicable Policies: GLUP Service Commercial and Columbia Pike Special Revitalization District.

FOR FIVE YEARS:

U-3258-10-1 Green Pig Bistro for an outdoor cafe in the C-TH zoning district under ACZO §15.4; located at 1025 N Fillmore Street (RPC# 18-024-020). Applicable Policies: Outdoor Café Guidelines.
