NOTICE IS HEREBY GIVEN THAT THE PLANNING COMMISSION OF ARLINGTON CO., VA, on October 3, 2022 at 2100 Clarendon Boulevard, Suite 307, Arlington, Virginia 22201 in a meeting at 7:00 P.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing. The public may attend the meeting in person or virtually via live stream at www.arlingtonva.us, YouTube and local cable stations on Comcast 25 & 1085 and Verizon FiOS 39 & 40.  To sign-up to speak at the meeting either in person or virtually, visit https://www.arlingtonva.us/Government/Commissions-and-Advisory-Groups/Planning-Commission/Speaker or call 703-228-0095, for further assistance.  Speaker requests can be completed and submitted to the Clerk at least one week before the meeting up until the day of the hearing.

Members of the public may participate virtually and in person. The term Site Plan in this notice refers to a Special Exception Site Plan as defined in the Arlington County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances.  The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

ZOA-2022-03, FBC-26 and N-FBC-13 An ordinance to amend, reenact, and recodify the Arlington County Zoning

Ordinance (ACZO) Articles 7, 8, 11, 12, and 18, Sections 3 of Appendix A, and Part 9 of Appendix B to allow micro-fulfillment centers through the provision of use standards in the RA4.8, R-C, RA-H-3.2, C-1, MU-VS, C-O-1.0, C-O-1.5, C-O-2.5, C-O, C-O-A, C-O Rosslyn, C-O Crystal City, C-2, C-TH, C-3, C-R, CP-FBC, CPN-FBC, CM, M-1 AND M-2 districts, to incorporate a new definition for micro-fulfillment center, to incorporate references to the aforementioned new use into the ACZO’s use categories, commercial/mixed use principal use table, industrial principal use table, and the Columbia Form Based Code principal use table, and for other reasons required by public necessity, convenience, general welfare, and good zoning practice.

SUBJECT: Ordinance to amend Chapter 14.2 (Motor Vehicles and Traffic), Section 14.2-12(a) of the Code of Arlington County, Virginia concerning maximum and minimum speed limits by decreasing the speed limit on the following corridors: (1)Washington Boulevard from Arlington Boulevard to North Pershing Drive; (2) South Joyce Street from Columbia Pike to Army Navy Drive; (3) Columbia Pike from South Dinwiddie Street to Fairfax County line; and (4) Lorcom Lane from Cherry Hill Road to Military Road.

SPLA22-00038 Wilson Plaza East, LLC for a site plan amendment for the conversion of approximately 2,494 square feet of ground floor retail space to office in the C-O zoning district under ACZO §7.1, §7.12, & §15.5.  Property is approximately 22,500 sq. ft.; located at 1800 North Kent Street (RPC# 16-039-006).  Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “High” Office-Apartment-Hotel and Rosslyn Coordinated Redevelopment District (Note 15); Rosslyn Sector Plan; Arlington County Retail Plan.

SPLA22-00043 The Sycamore School for a site plan amendment to permit a middle school and a high school use in a portion of a building approved for office use in the C-O zoning district under ACZO §7.12, §9.5, & §15.5. Property is approximately 36,829 sq. ft.; located at 1550 Wilson Boulevard (RPC# 17-004-015, -016). Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. SPLA22-00041 Hazel and Azure Apartments Owner, LLC for a site plan amendment to modify retail and residential gross floor areas and floor plans at Potomac Yard Land Bay C-East (SP #346), in the C-O-1.5 zoning district under ACZO §7.1, §7.11, & §15.5. Property is approximately 88,418 sq. ft. (2.03 ac); located at 3030 & 3031 Potomac Avenue (RPC# 34-027-071).
