PUBLIC NOTICE

NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON CO., VA, will meet on September 18, 2021 at 9:00 A.M. or as soon thereafter as matters may be heard, at 2100 Clarendon Boulevard, Suite 307 Arlington, Va 22201 to consider the following cases, after offering the public an opportunity to be heard in a public hearing.  Sign up to speak in advance at www.countyboard.arlingtonva.us or call 703-228-3130 between 8am and 5pm starting the week before the meeting.  Speaker sign up will also be available on the day of the meeting.  The meeting will be available via live stream at www.arlingtonva.us and local cable stations on Comcast 25 & 1085 and Verizon FiOS 39 & 40. 

NOTE: Copies of proposed plans, ordinances, amendments and applications, and related planning case materials may be examined in the Zoning Office, Suite 1000; or text of proposed County Code amendments in County Board Clerk’s Office, Suite 300; 2100 Clarendon Blvd., Arlington, VA, 8 A.M. to 4:30 P.M. weekdays. The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances.  The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASES TO BE HEARD BY COUNTY BOARD ONLY:

Subject: Amendment and Re-enactment of an Ordinance of Encroachment to permit an underground electric vault into an easement for public street and utilities purposes and an easement for public street purposes on the northern side of Parcel A-45, Crystal Plaza, RPC #34-020-267, with conditions.                        

Subject: Ordinance(s) of Encroachment to permit: 1) an underground electric vault into an easement for public sidewalk, utilities and traffic signal purposes on the northern boundary of Land Unit “B” 400 11th St South Condominium, RPC #35-001-028; and 2) a portion of an underground garage less than five feet below an easement for public sidewalk, utilities and traffic signal purposes on the southern boundary of Land Unit “B” 400 11th St South Condominium, RPC #35-001-028, both with conditions.

Subject: Termination of a Deed of Lease dated October 7, 2009, between the County Board, as Tenant, and AHC Limited Partnership-10, as Landlord, for the Premises known as a portion of the Gates of Ballston Community Center located at 4108 4th St. N., Arlington, Virginia (RPC# 20-022-004). (BMH)

SITE PLAN AMENDMENTS:

SP #55 Crystal Inn Co. to amend the parking ratio for the site plan from .94 spaces per unit to .3 spaces per unit in the RA-H-3.2, multiple family dwelling and hotel district under ACZO Sec. 7.1, 7.5, & 15.5.  Property is approximately 105,666 sq. ft.; located at 2000 – 2020 Richmond Highway (RPC# 36-017-006; -005).  The existing density is 171 hotel rooms per acre.  Modifications of zoning ordinance requirements include all modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP: “High” Office-Apartment-Hotel and the Crystal City Sector Plan (2010).

SP #239 Jamestown Premier Stafford I, LLC to permit dental office use in an area approved as retail gross floor area in the C-O-A zoning district under ACZO §7.1, §7.14 & §15.5.  Property is approximately 113,283 sq. ft.; located at 4201 Wilson Boulevard (RPC# 14-048-012).  The proposed density is 6.3 FAR.  Modifications of zoning ordinance requirements include: other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP: Coordinated Mixed-Use Development.

SP #244 12th Street Apartments L/Cal LLC (LCOR) for increased compact parking percentage in the C-O Crystal City zoning district under ACZO §7.16, §14.3, & §15.5.  Property is approximately 40,101 sq. ft.; located at 400 11th Street South (RPC #35-001-027, -028).  Modifications of zoning ordinance requirements include: compact parking percentage and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “High” Office-Apartment-Hotel; GLUP Note #1 Crystal City Coordinated Redevelopment District; Crystal City Sector Plan.

SP #458 CESC Plaza Limited Partnership and 220 S. 20th Street LLC for a site plan amendment to modify the density, parking, and garage layout, in the C-O Crystal City zoning district under ACZO §7.1, §7.16, & §15.5.  Property is approximately 104,404 sq. ft.; located at 2001 S. Clark Street (RPC#s 34-020-266 part, -267, -268 part, -269 part). Modifications of zoning ordinance requirements include: additional density, reduced parking ratios, density exclusions, and other modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “High” Office-Apartment-Hotel and Note 1: Crystal City Coordinated Redevelopment District; Crystal City Sector Plan; Arlington County Retail Plan.

SPECIAL EXCEPTION USE PERMITS:

SP94-U-21-1 Episcope Rosslyn 1, LLC for an outdoor cafe within a public access easement in the C-O Rosslyn zoning district under ACZO §7.1, §7.15, and §12.9.15. Property is approximately 60,000 sq. ft.; located at 1700 N. Moore Street (RPC# 16-037-010 & 16-038-004). Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “High” Office-Apartment-Hotel and the Rosslyn Coordinated Redevelopment District.

SP418-U-21-1 Smokecraft Modern Barbeque for Live Entertainment in the C-3 zoning district under ACZO §7.1, §7.19, §15.4.  Property is approximately 48,995 sq. ft.; located at 1051 N Highland Street (RPC# 10-826-004).  Modifications of zoning ordinance requirements include: modifications as necessary to achieve the proposed development plan.  Applicable Policies: GLUP “Medium” Density Mixed Use (3.0 FAR); Clarendon Revitalization District (GLUP Note 12)

SP435-U-19-1 GS Courthouse Owner, LLC for a temporary off-site contractor’s storage and staging yard in the C-O-2.5 zoning district under ACZO §12.10.3 & §15.4. Property is approximately 23,000 sq. ft.; located at 2026 and 2038 Wilson Boulevard (RPC# 17-011-011 & -012). Applicable Policies: GLUP “Medium” Office-Apartment-Hotel.

U-3175-07-1 Arlington Public Schools for an increase in design capacity up to 15 seats at Cardinal Elementary School in the S-3A zoning district under ACZO §4.1, §4.2, §15.4.  Property is approximately 473,932 sq. ft.; located at 1644 North McKinley Road (RPC#10-022-030).  Applicable Policies: GLUP: Public.

U-3350-12-1 Jose Mari and Joanna Ortega Ortiz to increase the lot coverage and total site coverage in order to install a backyard pergola on Lot 4 of a Unified Residential Development in the R-6 zoning district under ACZO §5.1, §5.6, §15.4.  Property is approximately 6,931 sq. ft.; located at 2400 16th Street North (RPC# 15-060-016).  Applicable Policies: GLUP: “Low” Residential.

U-3537-19-1 VINCI Early Learning School for to amend the parking requirements for a Child Care Center for up to 96 children in the C-2 zoning district under ACZO §7.1, §7.17, §15.4. Property is approximately 11,178 sq. ft.; located at 3508 Lee Hwy. (RPC# 06-032-010). Modifications of zoning ordinance requirements includes: amending Condition #4 to reduce the required parking space from 12 to 10; and modifications as necessary to achieve the proposed development plan.
