CoC Committees
The CoC is governed by a number of Boards and Committee who guide and support implementation of local priorities, resource allocation, and the implementation of its Strategic Plan. This includes ensuring best practice solutions are used across the CoC. The following best practices are deployed across the homeless response system:
- Coordinated intake and assessment
- Outcome-focused and data-driven decision making
- Housing First
- Permanent supportive housing for people experiencing chronic homelessness
- Rapid re-housing for families and individuals.

Public Comment
The Executive Committee wants to know about the priorities, needs and questions across the County. Please send your comments to the Arlington County CoC Executive Committee by emailing Triina Van, Arlington County CoC Coordinator, at tvan@arlingtonva.us. You can also share public comment during Executive Committee meetings (typically first Mondays of every month).
CoC Charter
The Governance Charter(PDF, 689KB) outlines the roles and responsibilities of the Arlington County CoC, the CoC Leadership Board, the CoC Executive Committee, CoC Subcommittees, the CoC Lead Agency and Collaborative Applicant and the HMIS Lead. Below is a brief description of each entity:
- The Arlington County CoC is a year-round planning body of representative stakeholders in the community’s work towards ending homelessness. Its work includes gathering and analyzing data and other information in order to determine local needs, implement strategic responses, and measure results.
- The CoC Leadership Board is a group of elected and appointed leaders of the Continuum of Care who have authority to make decisions on behalf of the Continuum of Care.
- The CoC Executive Committee serves as the principal body to lead, govern, and implement all tasks of the CoC that prevent and end homelessness.
- The CoC Subcommittees are the action planning components of the Continuum. In the Subcommittees, strategies are developed, deepened and expanded into work plans.
- The CoC Lead Agency and Collaborative Applicant provides technical, administrative and meeting support to the CoC and is designated to prepare and submit the Continuum of Care funding application to HUD each year. DHS serves as the lead agency.
- The HMIS Lead is designated to provide oversight and implementation support to the CoC’s HMIS. DHS serves as the lead agency. The DHS HMIS lead is Ahmad Haj-Ali.
HMIS
Arlington County CoC's Homeless Management Information System (HMIS) Policies, Procedures, & Governance(PDF, 464KB) is structured to comply with the most recently released HUD Data and Technical Standards for HMIS. Recognizing that the Health Insurance Portability and Accountability Act (HIPAA) and other Federal, State and local laws may further regulate agencies (such as agencies whose primary mission is to provide services to victims of domestic violence, dating violence, sexual assault or stalking), the CoC may negotiate its procedures and/or execute appropriate business agreements with Partner Agencies so they are in compliance with applicable laws.
The CoC uses all submitted data for analytic and administrative purposes, including the preparation of CoC reports to funders and the Continuum’s participation in the Federal Annual Homeless Assessment Report (AHAR). Aggregate data taken from the HMIS is used to inform Strategic Planning activities and the Consolidated Plans of Arlington County.
