Conceptual Site Plans
Conceptual site plans are submitted before a new site plan application. Prospective applicants are encouraged to submit a conceptual site plan to discuss potential development applications with a core interdepartmental team of County staff. This process is intended to provide guidance in the preparation of land use development applications through the preliminary identification of major policy, Zoning Ordinance, County Code, and/or process related issues.
Conceptual site plans must be submitted online.
New Site Plans
Arlington’s Zoning Ordinance provides for a special exception site plan option within certain zoning districts under the guidance of Administrative Regulation 4.1(PDF, 3MB). This allows for site-specific flexibility in development form, use and density, beyond what is otherwise permitted by-right. Most significant private and public projects in Arlington are developed through this Site Plan Review Process, ensuring proper reviews, public engagement, and compliance with applicable policies and ordinances.
Site Plan Amendments are requests to modify approved site plans (ex: amendments can permit outdoor café seating, live entertainment, dancing, etc.). Major site plan amendments are modifications to an approved site plan that meets a set of criteria.

Fees
Fee Schedules provide the range of fees charged for each type of application or activity related to land development in Arlington. Fees cover permitting, plan review, enforcement, inspection, service delivery, performance agreements and conditions. There are separate fee schedules for Inspection Services Division (ISD), Zoning and the Department of Environmental Services (DES). Some permits involve fees from more than one schedule.
