About Zoning

The Zoning Division regulates land use by ensuring that the Zoning Ordinance is administered fairly. This division informs homeowners, businesses and developers of relevant zoning and land use regulations. Zoning staff review building permits, construction plans and certificates of occupancy, as well as County Board-approved developments. The Zoning Division also provides technical assistance and recommendations to the Board of Zoning Appeals (BZA).

Zoning Administrator

The Zoning Administrator interprets, administers and enforces the Zoning Ordinance with authority granted by the Code of Virginia. The Administrator can issue Determinations and Advice on zoning and land use regulations, grant minor administrative amendments to County Board-approved developments, and verify the Zoning Compliance of a property, including determinations of nonconforming status. The Zoning Administrator also serves as technical expert to the BZA.

Counter Services

The Zoning Division issues permits to ensure that building projects in Arlington are safe and follow land use regulations. Zoning also considers rezoning requests and reviews subdivision plats. Zoning’s planning technicians can assist with permit applications and answer questions.

Plan Review

Zoning staff, in collaboration with residents, contractors and developers, review plans for new private development and redevelopment to ensure compliance with land use and zoning regulations.

Zoning Enforcement

Zoning Enforcement enforces the regulations in the Zoning Ordinance. Enforcement staff investigate complaints, conduct inspections and work with property owners to correct violations. Inspectors certified by the International Code Council ensure compliance with the Zoning Ordinance, as well as Use Permits and Site Plans. The enforcement team also monitors the use and placement of signs throughout the County.

Board of Zoning Appeals (BZA)

The BZA is a quasi-judicial body appointed by the Circuit Court. The BZA can grant relief from zoning regulations (e.g., variances or setback relief) when warranted. The BZA also hears appeals of the Zoning Administrator’s decisions and renders interpretations of the Zoning Map
