Barcroft Apartments
Barcroft Apartments is a 1,335-unit community located on approximately 62 acres in the western half of the Columbia Pike corridor, generally bordered by Columbia Pike, South George Mason Drive, and South Four Mile Run Drive. The garden apartment community consists of 59 buildings built in phases between 1939 and 1953. Currently, the units have rents that are affordable to low-income households earning up to 60 percent of the Area Median Income (AMI), which for 2023 is $90,420 for a family of four in Arlington.
In December 2021, the County Board provided a $150 million loan to support acquisition of the property by Jair Lynch Real Estate Partners. This County loan, in combination with a $160 million low-rate loan from the Amazon Housing Equity Fund, will support the preservation of all existing Barcroft apartments as affordable units up to 60% of AMI for 99 years. The funding will also help Jair Lynch address immediate repairs, add amenities, make property upgrades, and take steps to improve residents’ overall living environment. The property acquisition prevented the displacement of the more than 1,100 households that were living at the property as of December 2021.
Residents living at Barcroft Apartments as of the December 2021 acquisition by Jair Lynch can continue to live in their homes. Their rents will be capped at no more than a 3% increase per year (with rent maxing out at 60% of the AMI levels). As part of the commitment to not displace any of these legacy residents, the Jair Lynch and Gates Hudson Property Management team will work with residents who cannot afford a rent increase on a case-by-case basis, help connect them to financial resources, and may further reduce or eliminate rent increases to ensure affordability.
In addition, Jair Lynch is working with the County to see how renovations and development may enable a vibrant mixed-income community in the years ahead.
