GLUP Amendment Change

In May 2017, Arlington Housing Corporation (AHC, Inc.) submitted to the Arlington County Zoning office a formal application for a Special General Land Use Plan (GLUP) Study for the property located at 2300 9th St. S. in conjunction with a future special exception site plan amendment to be filed at a later date. The subject property is located within the Columbia Pike Special Revitalization District and is currently improved with a 7-story office building, approved as a site plan in 1972. A General Land Use Plan (GLUP) amendment request was submitted to change the land use designation for a portion of the property located at 2300 9th St, S. from “Service Commercial” to “Low-Medium” Residential (16-36 units/acre).

Location

The subject site is bounded by 9th Street South to the north, South Wayne Street to the east, an existing alley to the south, and South Adams Street to the west.


Scope of Study

The study will analyze the site in the context of the surrounding area and obtain feedback from LRPC on the appropriateness of the requested change. The scope of the study will include the following:

  • History of GLUP and Zoning designations for the subject site and surrounding area
  • Existing GLUP and Zoning designations for the subject site and surrounding area
  • Existing environmental and topographical features, land uses, densities, building heights for the subject site and its surroundings
  • Recommendations of established County plans and policies, including the Columbia Pike Initiative – A Revitalization Plan and Columbia Pike (Commercial Centers) Form Based Code
  • Allowable uses, densities, building heights, etc. for requested GLUP designation and other GLUP designations to be studied
  • 3D computer modeling of subject site’s existing conditions, and various scenarios reflected requested GLUP designation and other GLUP designations to be studied
  • Preliminary transportation analysis for the site and its surroundings
