Nauck Village Center Action Plan

In 2004, the County Board approved a plan to spark the revitalization of the Nauck community, one of Arlington ‘s oldest historically African-American neighborhoods.

The Nauck Village Center Action Plan outlines the vision for revitalizing the Nauck community. The center will be anchored by the Nauck Town Square, which will serve a public space for community gatherings and events. The plan provides guidance for public and private investment to revitalize the neighborhood’s commercial core and recommends guidelines and incentives in areas such as land use, zoning, housing, transportation and open space.

It is the first phase of a two-part study process for the larger Nauck, Shirlington Road and Four Mile Run area.

Projects and Activities

• The Macedonian Apartments: This $12 million project will create 36 new affordable apartments — five units are dedicated to Arlington County’s Supportive Housing Program for persons with disabilities. This building includes more than 2,000 square feet of commercial office space for the Bonder and Amanda Johnson Community Development Corporation (BAJCDC) and planned office space for a business incubator. Property is being provided by Macedonia Baptist Church through a 65-year ground lease. Apartment rents will be set at 50 and 60 percent of the Area Median Income (AMI).
• The Townes at Shirlington: This $8 million residential and retail project will build 12 luxury townhomes and 5,800 square feet of retail space. This is the first development since the Nauck Village Center Action Plan was adopted.
• The Shelton: This $28 million project on the 2300 block of Shirlington Road will construct a 94-unit apartment building over a 108-space underground parking garage, with all of the apartments providing affordable housing to residents earning 40 to 60 percent of the AMI. The project also will include approximately 1,400 square feet of retail space. The developer, AHC Inc., named the building “The Shelton” to honor its historic place in the community. The existing Fairview Manor building was originally called Shelton Apartments and was built by a local Nauck family.
• Traffic Signal at Shirlington and 24th Road: This project will provide pedestal signals at each of the four corners as well as intersection and curb improvements for better pedestrian access.
• Nauck Design Initiative: Technical assistance will be provided for owners of several key properties in the Nauck Village Center and a number of mini charrettes will be offered to provide information about redevelopment options for property owners.
• Nauck Town Square: This public plaza will provide the anchor for the Nauck Village Center and will serve as a public space for community gatherings and events. It will also provide a location for public art and Nauck interpretative historical elements. Learn more
• Nauck Community Heritage Project (Oral History): This project is designed to compile information on Nauck’s spoken/oral history as a creative expression of the community’s past. This history as told by current residents will recount first-hand experiences as can be easily recalled, retold and preserved for future generations. Some of the results of this process will used to develop public art for the Nauck Town Square.
