WRAPS Study Area

The Study Area is generally bordered by 18th Street North to the north, Wilson Boulevard to the south, North Quinn Street to the west, and the eastern property line of the 1555 Wilson Boulevard office building site to the east. The site is located within the Rosslyn-Ballston Corridor in the Rosslyn Metro Station Area. The area is within the boundaries of the 1992 Rosslyn Metro Station Area Plan Addendum, however, the plan does not provide specific guidance with respect to land use, height and transportation.

Existing sites in the Study Area boundary include:

  • Wilson School
  • Fire Station #10
  • Rosslyn Highlands Park
  • 7-Eleven
  • 1555 Wilson Blvd. office building
  • 33-unit multifamily development known as Queens Court Apartments

In 2009, the Historical Affairs and Landmarks Review Board (HALRB) voted to recommend designation of the Wilson School as a Local Historic District, based on the research contained in the Local Historic District Designation Form. The HALRB recommendation was presented to the Arlington County School Board in March 2009, however the School Board did not vote to support the Designation.  Based on the School Board’s vote of non-support, no further action was taken by the Arlington County Board on the nomination.

Public Land for Public Good

Two parcels within the Study Area have been recommended for further study as part of the County’s Public Land for Public Good initiative.

Public Land for Public Good is a land use study that addresses two of the County’s top priorities: affordable housing and schools. The goal of the study was to review County-owned land and identify sites where the potential for affordable housing or schools should be studied further. County and APS staff analyzed 678 publicly-owned parcels. From that analysis, the County Manager recommended 11 sites:  eight with the greatest potential for future affordable housing development and three that could be redeveloped to meet school needs.

Recommended affordable housing sites have been divided into two tiers. Tiers identify when further study will take place. Tier 1 sites are currently in a community planning or review process. They will consider affordable housing as a land use where appropriate.

Within the WRAPS Study Area boundary, two public land recommendations were made. Rosslyn Highlands Park/Fire Station #10 was recommended as a Tier 1 affordable housing site. The Wilson School was recommended as a public school site.

Development of recommended sites is not guaranteed. The WRAPS process will use significant analysis and community engagement to consider development and redevelopment options.
