Post-Implementation Monitoring
Implementation of the pilot project was completed in 2019. County staff have been monitoring and will continue to monitor the outcomes, with attention to vehicle speeds and safety. County standards and professional best practices will be used in the evaluation of the pilot project.
While post-implementation monitoring typically lasts one year (four full seasons) to adjust for seasonal variation in conditions and traffic patterns, the COVID-19 pandemic has affected travel. Monitoring may last longer than usual as a result.
About the Project
The Neighborhood Complete Streets (NCS) Program asked residents to tell the County where improvements are needed on our neighborhood streets. The process of collecting data to complete evaluation of all the applications received was delayed, and in the interim, three pilot projects were selected in 2018, with another three selected in 2019.
N Stafford St was selected as one of three pilot projects in 2018, but later was found to be the top scoring project overall, once the full traffic data was available, and evaluation and ranking of all the nominated projects was complete.
Public Process
September 2019 online presentation
A web presentation on the N Stafford Street Improvement pilot project was hosted on Sept. 4, 2019. We started by sharing a brief background of the Neighborhood Complete Streets Program and the N Stafford Street Pilot Project before sharing how community feedback was incorporated into the revised concept plan, followed by a question and answer session with project staff.

July 2019 open house
County staff hosted an open house on July 11, 2019, at Washington-Liberty High School to introduce the concept of this pilot project, answer questions and collect feedback.

An online form was also available to comment on the proposed design. The comment form closed on July 29, 2019.
Funding
The total project cost was $26,500. The Neighborhood Complete Streets program is funded by the County's Capital Improvement Plan.
