Project Background

Master Transportation Plan

  • Streets Element: The Complete Street policy informs the scope of this project to improve safety for all road users.

Vision Zero

  • Vision Zero policies call on County staff and the Arlington community to take a proactive approach to safety in order to eliminate severe and fatal crashes from our transportation network by 2030.
  • High Injury Network: Washington Boulevard is part of Arlington County’s High Injury Network (2021). These corridors experience high concentrations of critical crashes compared to other corridors in Arlington.
    • Crash Hot Spot - The Washington Boulevard and N. Kirkwood Road intersection is a previously identified crash hot spot for county-wide crashes.
    • Washington Boulevard High Injury Network Safety Audit – Spring 2023
      • Both pedestrian and bike crashes have decreased since 2018, with there being no bike crashes since 2020. Overall crashes decreased during the COVID-19 pandemic. The overall crashes have increased from 2021-2023, but remain below pre-pandemic levels.

Existing Conditions

Roadway characteristics

Washington Boulevard is a principal arterial roadway in a residential, commercial, and recreational area. This segment of the roadway currently has two travel lanes in each direction with no curb use. Two small sections of the road between N. Lincoln Street and N. Kirkwood Street have loading zone parking on the northside.

Speed

The posted speed limit is 30 mph.

Destinations

This section of road is close to a variety of community amenities, including parks (Quincy Park, Hayes Park, Oakland Park), the Custis Trail, other recreation facilities (YMCA Arlington), and Central Library. It is within walking distance of Washington-Liberty High School, George Mason University's Arlington Campus, and is also nearby several other schools (ASF Elementary School, Escuela Key, Hamm Middle School). It is also close to Clarendon Circle, which is a busy commercial area area that includes shops, restaurants, and residences.

Transit

This corridor is served by WMATA’s 38B bus and is between the Virginia Square and Clarendon Metrorail stations.

About the Process

Public engagement will occur in two primary phases – in the preliminary design phase to inform the initial concept designs, and during the concept design phase, to gather feedback on the initial concept designs.
