Note: On Feb. 20, 2021, the County Board voted to approve an overhaul of the County’s long-standing Residential Permit Parking Program, following a three-year review.

The adopted changes to the RPP program went into effect during the annual renewal period that began in April 2021. New permits and passes took effect July 1, 2021.

County staff is reviewing the purpose and function of Arlington’s residential permit parking (RPP) program. As the first major review in over 10 years, it is an opportunity to consider changes that improve the program’s efficiency, user experience, and fairness.

On-street parking is a valuable community resource that the County provides on many streets which must be managed for the greatest public benefit. Arlington’s long-standing RPP program manages on-street parking utilization in 24 residential areas with the goal of helping to provide close and convenient street parking for residents in balance with other goals for County streets.

At a work session in August 2017, the County Board endorsed the County Manager’s plan to revisit the purpose and function of the program (the last review of the program lasted from 2003 to 2005). The Board also endorsed a suspension of the process for establishing, removing, or modifying existing zoned permit parking for the duration of the review. Existing restrictions will remain in effect and households that are already eligible for the program may continue to apply for materials.

The RPP program operates in many neighborhoods across the County; in FY2017, nearly 9,300 households ordered permit materials that allowed parking on the street during restricted hours. On-street parking is also a public benefit that many residents highly value. For these reasons, staff plans to engage with the public through a variety of channels. The information gathered from this engagement–combined with information generated from other data gathering and analysis– will form the basis of recommended program improvements that the Board will adopt.

From January 2019:  County Removes Some Arlington Mill/Forest Glen Permit Parking Restrictions

The Arlington County Board has approved a resolution directing the County Manager to rescind RPP restrictions on 6th Place South; 7th Street South; 7th Road South; South Florida Street; South Jefferson Street; South Illinois Street; South Harrison Street (north of 7th Street South), and South Greenbrier Street in the Forest Glen and Arlington Mill neighborhoods, effective Feb. 1. 

The County will process full refunds for any affected households who have paid for 2018-2019 RPP permit materials. All refunds will be received by mail no later than April 30, 2019. Residents do not need to contact our office in order to request a refund.

Community Engagement

Over 1,600 participants shared input on on-street parking in Arlington via the County’s online comment form between June and July 2018. The comment form was available in English, Spanish, and Amharic.

Our parking team also hosted pop-up events in June 2018 to collect feedback and answer questions at the following locations:

  • Columbia Pike Blues Festival – Saturday, June 16, 2:30 — 4:30 PM
  • Courthouse Farmers Market – Saturday, June 23, 10:00 — 11:30 AM
  • Sequoia – Monday, June 25, 12:30 — 2:30 PM
  • Crystal City Farmers Market – Tuesday, June 26, 4:30 — 6:30 PM
  • Lee Harrison Shopping Center – Wednesday, June 27, 5:30 — 7:00 PM
  • Shirlington Library – Thursday, June 28, 4:30 — 6:30 PM

Three public forums on residential permit parking were held in the Fall of 2018 at the following locations:

  • Key Elementary — Wednesday, November 14 from 7:00 to 8:30 PM
  • Aurora Hills Community Center — Thursday, November 29 from 6:00 to 7:30 PM
  • Drew Elementary — Saturday, December 8 from 10:30 AM to 12:00 PM
