AED Statement on Amazon Incentives for FY 2024

Amazon continues to be a significant and valued member of Arlington's business community. While the Transient Occupancy Tax (TOT) revenue for FY 2024 remained slightly below the baseline, resulting in no funding grant disbursement for this performance period, we anticipate TOT revenue increasing in the future as post-pandemic travel continues rebounding and Amazon’s presence grows.

The County has determined, however, that funding is available for the first time as part of the Strategic Infrastructure Investment (SII) agreement between the County and Amazon. The SII is not a grant to the company, but rather, funds for public investment in infrastructure needs around Amazon HQ2 in National Landing. The value of the SII for FY 2024 is $311,695, which is 50% of revenue collected through the National Landing Tax Increment Financing (TIF) district, and is above an established baseline amount of $4,890,193. In FY 2024, TIF actual revenue collected was $5,513,584. The County will soon hold its annual SII meeting with Amazon to solicit input on preferred capital projects to support the continued realization of infrastructure plans around their headquarters. Amazon’s input on how to spend the SII funds is considered by the County Board as part of the Capital Improvement Plan (CIP) planning process.
