The Arlington County Board will hold its July Regular Meeting on Saturday, July 13, beginning at 8:30 a.m. with public comment. The Recessed Meeting will begin at 3 p.m. on Tuesday, July 16, with reports from the Board and the County Manager.

Saturday, July 13 — Regular County Board Meeting

Renovating Henry Clay Park: The Board will consider approving a contract with Pivot Construction LLC to renovate Henry Clay Park, 3011 7
th Street North, a heavily used park that was created in the 1980s on the site of the original Lyon Park School. If approved, the $1.58 million contract would include reconstruction of the basketball court, playground, athletic field and picnic shelter; along with new furnishings, fencing, drainage and landscaping. It also would bring the park's amenities into compliance with the Americans with Disabilities Act (ADA). To read the staff report, scroll to Item No. 34 on the agenda.
Expanding Fort Scott Park: The Board will consider approving the acquisition of 705 31
st St. S and an adjacent vacant lot for $1.4 million, for the future expansion of Fort Scott Park. The lots are next to the park's southern entrance. These properties were identified for park expansion in the Public Spaces Master Plan, adopted by the Board earlier this year. To read the staff report, scroll to Item No. 47 on the agenda.
Assisted living facilities: The Board will consider approving a Request to Advertise public hearings in September on allowing assisted living facilities to be built, under site plans, in more zoning areas, including multi-family housing zones. The proposal comes as a broader study of elder care uses is underway as part of the County's
Housing Arlington Initiative. The County's Zoning Ordinance currently limits the locations where assisted living and nursing facilities are allowed. With some 14 percent of the County's population, or more than 35,000 residents, above the age of 60, a percentage that is expected to grow in coming decades, the County is considering allowing such facilities in more areas to accommodate what is expected to be a growing need. Lyon Park Conservation Plan Update: The Board will hold a public hearing and consider accepting the Lyon Park Neighborhood Conservation Plan Update, the first update to the plan since 1973. The Lyon Park Citizens Association began the update process in 2011, and it has been drafted, reviewed and unanimously approved by the Citizens Association. Lyon Park, established in 1919 as a bedroom community for government workers and other Washington, D.C., commuters, includes about 2,500 households, most of them single-family homes, and 4,900 residents. It lies between Arlington Boulevard, 10
th St. North and North Irving Street. The plan includes 19 recommendations to preserve and enhance the neighborhood. To read the staff report, scroll to Item No. 56 on the agenda.
Closing 23rd St. pedestrian tunnel: The Board will hold a public hearing and consider approving a resolution asking that VDOT close the 23
rd Street tunnel under Richmond Highway, due to maintenance costs; under-utilization; loitering, perceived safety concerns and the realignment of 23
rd Street, as called for in the Crystal City Sector Plan. VDOT owns the tunnel, but the County maintains it at an annual cost of $20,000-$25,000. VDOT would provide $87,5000 cost to close and infill the tunnel and remove three above-grade structures to the tunnels entrances/exits, and the County would provide the rest of the $385,860 estimated cost. Arts Grants: The Board will consider approving the Arlington Commission for the Arts recommendation that the County award 18 grants, totaling $215,810, to Arlington County arts organizations and artists for Fiscal Year 2020. Fifteen of the grants are for arts organizations and three, totaling $15,000, are for individual artists. The largest grant, an innovative project grant of $27,475, is proposed for the Arlington Arts Center. The grants are a part of the County's Arlington Economic Development FY 2020 budget. 3 p.m. — Board and County Manager reports, awards and recognition
Vision Zero Strategy Resolution — The Board will consider adopting a resolution endorsing the County's development, implementation and monitoring of a Vision Zero strategy to eliminate traffic fatalities and severe injuries in the County by 2035 while increasing safe, healthy, equitable mobility for all. The Board also will consider authorizing the Department of Environmental Services to form a Vision Zero interdepartmental working group to develop goals and an action plan based on a comprehensive analysis of traffic collisions in Arlington, and directing the County Manager to engage the community in developing and implementing the Vision Zero Action Plan.
6:30 p.m. — The Board will hold a public hearing and consider any item pulled from the Saturday, July 14 Regular County Board Meeting Consent Agenda.
No earlier than 6:45 p.m. — The Board will hold Regular Public Hearings.
Columbia Pike Transit Stations: The Board will hold a public hearing and consider approving a $1.646 million contract to Sagres Construction Corporation to build the first four of 23 transit stations planned for Columbia Pike. The project, which will make transit along the Pike safe, more attractive and more accessible, is considered key to revitalization of this southern Arlington east-west southern Arlington corridor. If the contract is approved, construction is expected to begin this fall and to be completed in Spring 2020. The project is included in the Fiscal Year 2019-2028 Capital Improvement Plan and will be paid for through a combination of local bonds, and state and federal funding. Small cell wireless license agreement: The Board will hold a public hearing and consider approving a license agreement for small cell wireless installations on County light poles. If approved, the license agreement would pave the way for the County to license space on County light poles to telecommunications carriers to provide 5G wireless service. Service providers would be provided a 10-year term at $270 per year per pole. The carriers would install and maintain the facilities and would have to comply with FCC electromagnetic and radio-frequency emissions limits.
