Since 1979 when Nancy Holt’s Dark Star Park was commissioned in Rosslyn, real estate developers have collaborated with Arlington County to provide public art. Developers can provide public art through the special exception or “site plan” process as one of the community benefits. When negotiated as part of the community benefits package, developers choose to support public art by either providing funding for County-initiated public art projects on public property through a cash contribution to the Public Art Fund or commissioning public art within the site plan.
