Virginia Energy Conservation Code

The Virginia Energy Conservation Code (VECC) identifies the minimum energy efficiency standards that new commercial buildings, additions to existing commercial buildings, townhomes of four or more stories, and condominium clusters must meet.

Plan Review & Inspections

Arlington’s Inspection Services Division (ISD) conducts detailed plan reviews of new commercial buildings and additions, townhomes of four or more stories, and condominiums before issuing construction permits.

For the review, you must:

  • Present plans that demonstrate compliance with the VECC
  • Provide a complete Arlington County Energy Cover Sheet

The ISD will also inspect projects during construction for compliance with the VECC. See this 2015 ISD Memorandum to project superintendents about energy inspections during construction.

Compliance Methods

VECC compliance methods include:

  • A prescriptive approach
  • An envelope tradeoff method
  • An energy performance modeling method
