About the Site

In 2017, Arlington County acquired the 6.1-acre N. Quincy site for essential operational support functions. It is one of the few County sites zoned for light industrial use.

Active Construction Projects

Access control gate installation now through June: An access control arm will be installed at the site entrance near the Quincy 1 building (1425 N. Quincy St.) to enhance security and control access to the site. This project will begin the week of April 6 and will take approximately two months to complete. Work hours will be Monday - Friday, 8 a.m. - 5 p.m.

Quincy 2: A project to replace the roof and HVAC system at the Quincy 2 building (1429 N. Quincy St.) began in summer 2025 and was substantially completed in January. To finish the project, Dominion will be on-site this spring for one week of electrical work. More details to come.

Special Event Use

The site is also used on an ad hoc basis for County trainings and briefings. In addition, the Fire Department annually mobilizes support from Quincy 1 for the following special events:

  • June: Armed Forces Cycling Races, ZERO Prostate 5K, Pride Festival, Columbia Pike Blues Festival
  • July: Fourth of July
  • October: Army Ten Miler & Marine Corps Marathon (with additional staging in W-L parking lot)

Other Uses since Acquisition

  • COVID drive-through testing
  • DPSCEM and COVID materials staging (Q-4)
  • E-CARE drop off events
  • ART bus parking: The ART buses and dispatch operations were moved off the N. Quincy site in January 2025.

Zoning

The N. Quincy site is split-zoned into the following districts:

  • M-1: Light Industrial
  • CM: Limited Industrial District
  • R-5: One-Family and Restricted Two-Family Dwelling District
  • C-O-1.0: Mixed Use District (also known as the covenant area). This was established by a site plan approved in 1985 to provide a buffer zone between the site and the neighborhood.

Why does the County park vehicles within 25 feet of the residential lots when the zoning ordinance does not allow parking with 25 feet of a residential area?

The site plan ordinance approved by the County Board explicitly allows parking within this area.

Will there be a master planning process to determine the long-term use of the N. Quincy site?

The County may eventually conduct a long-term planning process; however, the County does not foresee a planning process for the N. Quincy site at this time due to the constrained budget forecast for the next decade. The County plans to continue using this site for essential operational support functions and is committed to improving the buffer with the neighborhood in the near-term. The County will conduct a full planning process if a major redevelopment or change of use outside allowed uses is desired or anticipated for the long-term.

How is the County maintaining the buffer area?

The County installed a new 7-foot cedar fence along the south edge of the property in April 2023 and replenished the landscaping at this facility in summer 2023. Crews will be on site periodically to replace trees as needed and to maintain and water the landscaping. If you are walking through the site, please be mindful of this work.

 

What is the status of the walking path to Hayes Park?

As part of the 2023 buffer area improvement project, the County added stairs by the east end of the site and from the N. Nelson Street pedestrian entrance to better facilitate park access. The County is exploring options to restore this walkway while minimizing disturbance to the trees.
