Adopted FY 2025 - FY 2034 Capital Improvement Plan

Summary

The Arlington County Board voted July 23, 2024, to adopt a $5.2 billion FY25-FY34 Capital Improvement Plan (CIP). The plan was informed by more than 3,100 community members who weighed in on their top priorities. The CIP is the County’s 10-year plan for building, maintaining, upgrading, or replacing County facilities and infrastructure.

The Capital Improvement Plan (CIP) is one of the most significant planning processes for Arlington County and Arlington Public Schools. This plan typically identifies the capital needs of the community over a ten-year period. It is prepared every two years, with any adopted general obligation bond referenda presented to voters in November of even-numbered years. The plan includes major infrastructure investments such as community facility infrastructure, environmental resiliency, parks, transportation, stormwater management, utilities, and more.

Staff Presentations and County Board Follow-Ups

Before adopting the FY 2025-FY 2034 Capital Improvement Plan (CIP), the County Board meets with relevant departments and Arlington Public Schools to discuss the projects included in the CIP. This section includes the presentations made at each work session and the public hearing.

Adopted Capital Improvement Plan for Fiscal Years 2025 - 2034

The adopted FY 2025 – FY 2034 Capital Improvement Plan (CIP)(PDF, 22MB) provides comprehensive information on the near and longer-term facility and infrastructure capital improvements planned in the County over the next ten years. The book is organized by the following sections: an introductory section, overview, capital funding section, and the program areas under which the projects reside. Each one of these sections represents a key component of the overall
picture of the adopted FY 2025 – 2034 CIP:

  • The Introductory section includes various information on the CIP process, policies, and governance that help provide context and framework under which the CIP is formulated.
  • The Overview sets the tone for the adopted CIP with the County Manager’s message and provides status of projects underway and summaries of authorized unissued bonds.
  • The Capital Funding section includes various financial summaries of the CIP by program and funding source. It also includes analysis of the County’s debt capacity as impacted by the adopted CIP.
  • The remaining four sections are dedicated to describing specific programs and projects included under the General Government section, IT and Equipment section, Metro and Transportation section, and the Utilities and Stormwater section. These sections detail the projects by major program areas.
